He did <br />not feel it is fair to go on a case by case basis, therefore would be voting <br />in opposition to any change in the policy. <br /> <br /> Vice Mayor Mohr stated she is concerned about protecting the downtown <br />area; the case by case basis leaves the question of equity unresolved. She <br />stated there are serious market questions involved. She stated she is reluc- <br />tant to change the policy at this time but there is something unique about <br />Security Pacific Bank bringing their Northern California headquarters to <br />Pleasanton, which would be an asset to the community. <br /> <br /> It was moved by Councilmember Wilson to deny UP-86-54, application of <br />Meyer Properties, Inc., for a conditional use permit to allow for a bank in an <br />existing office building at 5000 Hopyard Road. <br /> <br /> The motion died for lack of a second. <br /> <br /> It was moved by Vice Mayor Mohr to uphold the banking location policy at <br />this time, direct staff to expand the study, and find special exception for- <br />Security Pacific Bank to allow their Northern California headquarters in the <br />Meyer Business Center. <br /> <br /> The motion died for lack of a second. <br /> <br /> It was moved by Councilmember Wilson, and seconded by Vice Mayor Mohr, <br />that Resolution No. 87-53, denying UP-86-54, application of Meyer Properties, <br />Inc., for a conditional use permit to allow for a bank in an existing office <br />building at 5000 Hopyard Road, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmember Wilson and Vice Mayor Mohr <br />NOES: Councilmember Butler <br />ABSENT: None <br />ABSTAINED:Councilmember Brandes and Mayor Mercer <br /> <br /> Councilmember Butler stated that in view of this action the banking loca- <br />tion policy should be included in the downtown study, and he would like to see <br />the results of that. <br /> <br /> Mayor Mercer and Councilmember Brandes returned to their seats. <br /> <br />AP-86-11, Appeal of a decision of the Design Review Board denying the applica- <br />tion of Century 21 Academy Realtors for design review approval for an amend- <br />ment to an approved sign program to increase the allowable sign area for an <br />existing realty office located at 5677 Gibraltar Drive. Zoning for the prop- <br />erty is PUD (Planned Unit Development)-Industrial/Commercial and Offices <br />District <br />(Contd. Open from 1-6-87) <br /> Mr. Swift presented his report (SR 87:10) dated January 6, 1987, regarding <br />this matter. <br /> <br /> Mayor Mercer declared the continued public hearing open on this item. <br /> <br /> Mr. Merle Telford, appellant, stated he has invested a large amount of <br />money in the sign before he found out it was not in conformance with the sign <br />ordinance. He advised the sign company took care of the approval by City. He <br />stated that the Hacienda Business Park Owners Association looked at the sign <br /> <br /> 8 - 2-3-87 <br /> <br /> <br />
