Mercer called the Work Session of the City Council and <br />Planning Commission to order at 7:30 p.m. <br /> <br />ROLL CALL <br /> The roll call is recorded as follows for those present <br /> <br />City Council <br /> Frank C. Walker, City Manager <br /> Peter MacDonald, City Attorney <br /> Brian Swift, Director of Planning and Community Development <br /> <br />REVIEW OF GROWTH MANAGEMENT PROGRAM LOW-INCOME EXEMPTION POLICIES <br /> Mr. Swift presented his memorandum dated April 30, 1987, regarding this <br />matter. <br /> <br /> Mayor Mercer opened the meeting to the public, at which time Debbie Snyder <br />and Joe Callahan addressed the Council and Commission. <br /> <br /> After the two members of the audience spoke, open discussion between Coun- <br />cilmembers and Planning Commissioners took place. <br /> <br /> Following the discussion, the City Council then directed staff to review <br />and report back to Council at the June 2, 1987 meeting, with copies of the <br />report given to the Planning Commission, the topics discussed earlier at this <br />meeting, specifically (1) variations/alternatives to the low-income exemption <br />currently applying in the NPID area, including use of the PMSA as the "afford- <br />able" rent, use of a percentage of the market rent as the low-income rent, and <br />incorporation of "for sale" units in the exemption; (2) alternatives for in- <br />corporating affordability into the Growth Management Program process; (3) in- <br />clusion of low-income units in existing, older housing stock; (4) administra- <br />tive effort to police current and/or proposed low-income requirements; (5) <br />incorporation of firm start of construction and/or completion dates in project <br /> <br /> <br />
