365 <br />Report on Status of Discussion with Mobile Home Park Residents and Mobile Home <br />Park Owners <br /> Mr. Walker presented his report (IR 87:99) dated October 20, 1987, regard- <br />ing this matter. No action was required or taken by Council on the item. <br /> <br />Amendment of Pleasanton Municipal Code to Add Chapter 11.54 (Skateboards) Reg- <br />ulating the Use of Skateboards in the City of Pleasanton <br /> Mr. Walker presented the report of the Police Chief (SR 87:459) dated Oc- <br />tober 8, 1987, regarding this matter. <br /> <br /> Brian Gabel, 491Ewing Drive, stated he felt that trying to ban skate- <br />boards was not fair; it is a way of transportation for kids who cannot drive <br />and have no other way to get to school and to friends houses. He felt the <br />fines on skateboard ramps is unfair and that the hours of use should be from <br />10:00 a.m. to 7:00 p.m., with skating allowed on Sunday. He stated that <br />launch ramps should be allowed on cul-de-sac streets. He added that skate- <br />boards are a sport for young kids which should not be banned. <br /> <br /> Mayor Mercer stated that the skateboard ramp issue has already been ad- <br />dressed; the ordinance proposed tonight only regulates the use of skateboards <br />on sidewalks, public street, malls, shopping centers, and other public places. <br /> <br /> Scott Taylor, 4531Sandelwood Drive, stated he did not feel it is fair <br />that kids would not be able to use unused parking places and garages to skate. <br />He stated that shopping malls could be used before and after business hours <br />when there are no pedestrians are around. He stated a skateboard park is <br />needed in Pleasanton. <br /> <br /> Mayor Mercer explained that Council has look into the possibility of pro- <br />viding a skateboard park but that insurance costs are prohibitive. <br /> <br /> Richard Lewis, 6234 Alvord Way, stated the proposed ordinance limits expe- <br />rienced skaters; their goals is to get to be as good a skater as possible. He <br />asked Council to give them a place to skate where there are no pedestrians. <br />He felt that jungle gyms were as dangerous and presented as great a liability <br />as skateboards. He added he felt it unfair to limit skateboarders to nothing. <br /> <br /> Tom Milam, 4350 Columbine Drive, stated that the City of Benecia, which is <br />a smaller city than Pleasanton, has a skateboard park. He stated that parents <br />could sign permits allowing their kids to skate thus relieving the City of <br />liability. He stated that kids skate in malls because there is no other place <br />to skate. <br /> <br /> Ms. Jo Charmady, Manager of the Pleasanton Greens Apartments on Vineyard <br />Avenue, stated she has not stopped the use of skateboards yet because there is <br />no other place for kids to skate, however, she had has some problems. She <br />felt they should have some place to skate but not on City streets. <br /> <br /> Ms. Pat Lewis, 6234 Alvord Way, stated she is in favor of the ordinance <br />but it will not abolish skateboards; there is a lot of money tied up in skate- <br />boards. She urged Council to find some middle-of-the-road compromise that <br />would be fair both to the kids and to other traffic, and not ban the use of <br />skateboards in certain areas. She advised that the skateboard ramp in the <br />City of Benecia is only three feet high and she did not feel it created any <br />more injuries than other types of sports in parks. She stated the kids here <br />tonight are good kids and need alternatives for use of their skateboards. She <br /> <br /> 4 - 10-20-87 <br /> <br /> <br />
