263 <br /> Councilmember Butler advised that the Rotary Club is donating $7,500.00 to <br />be used for books in the new Library. Council expressed appreciation for this <br />generous donation. <br /> <br /> Councilmember Mohr stated there is a League of California Cities leader- <br />ship team workshop May 19-21, 1988, and asked if any other Councilmembers were <br />interested in participating in this retreat. After discussion, Mayor Mercer <br />instructed staff to make reservations for Councilmembers Mohr, Wilson, him- <br />self, and the City Manager to attend this workshop. <br /> <br /> Mayor Mercer reviewed previous actions relative to BART bus routes and the <br />City's request to have the bus route include Santa Rita jail in order to pick <br />up released prisoners. He stated that BART bus route has now been changed so <br />that it does not go close to Santa Rita jail. BART suggests picking up <br />released prisoners at a park and ride lot in Hacienda Business Park, which is <br />not in existence at this time. Mayor Mercer stated that a letter, signed by <br />himself, the Mayors of Dublin and Livermore, Supervisor Ed Campbell, and <br />Alameda County Sheriff Plummet, requesting a delay of implementation of the <br />BART UL Express bus route change in the Livermore/Amador Valley, and express- <br />ing willingness to cooperate to resolve this complicated regional transit is- <br />sue. Mayor Mercer instructed staff to look into the possibility of a park and <br />ride lot at the heliport in Hacienda Business Park and report back to Council <br />relative to this matter. <br /> <br /> Mayor Mercer asked if Councilmembers had any interest in starting the City <br />Council meetings earlier. After discussion, it was moved by Mayor Mercer, and <br />seconded by Councilmember Mohr, that Resolution No. 88-174, to begin the City <br />Council meetings at 7:30 p.m., instead of 8:00 p.m., be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> There were no City Council Committee Reports presented at this meeting. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Mr. Thurman Caudill, Augustine Street, stated the redrawn plan for the <br />Community Development Agency showed his property to be included; at first he <br />was not in it and now he is, which he is opposed to. Mr. Walker explained <br />that the plan he is referring to is the Downtown Specific Plan, not the Com- <br />munity Development Agency Plan; Mr. Caudill's property is not in the CDA <br />boundary. <br /> <br /> Mr. Leo Heckathorn, 4202 Stanley Boulevard, stated there is confusion <br />between the Community Development Agency and the Downtown Specific Plan. <br />Mayor Mercer instructed staff to notify Mr. Heckathorn and Mr. Caudill of all <br />meetings regarding CDS as well as the Downtown Specific Plan. <br /> <br />PUBLIC HEARINGS <br />item 9a <br />Certification of Referendum Petition Re: Ordinance No. 1349 <br /> Mr. MacDonald presented his report (SR 88:162) dated April 19, 1988, <br />regarding this matter. <br /> <br /> Mayor Mercer declared the public hearing open on this item. <br /> <br /> - 4 - 4-19-88 <br /> <br /> <br />
