197 <br /> <br />Consider Adoption of a Negative Declaration <br /> Mr. Swift presented the report (SR:88-134) dated April 5, <br />1988, regarding this matter. <br /> <br /> Mayor Mercer declared the public hearing open on the <br />application and the negative declaration. <br /> <br /> Ross Blackburn, developer for the project, stated that he <br />has. reviewed the staff report and concurs ~ith the <br />recommendations. <br /> <br /> Ron Schneider, 650 Orofina Court, spoke in favor of the <br />project. He stated that Blackburn Development Company has met <br />with the neighborhooO for several meetings and they all felt it <br />was an excellent project. He stated there was a minor request <br />from one person regarding trees, but felt certain that could be <br />worked out. <br /> <br /> Mr. Blackburn agreed to work with the neighborhood on the <br />trees or any other point. <br /> <br /> It was moved by Councilmember Butler, seconded by <br />Councilmember Mohr, that Resolution No. 88-154, determining on <br />the basis of a review of initial environmental study done for <br />this projeact, that no significant environmental impact would <br />occur as outlined in the City's guidelines and that a negative <br />declaration is appropriate in connection with the application of <br />Blackburn Development Company and Matilda Teixeira, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Wilson, and Mayor <br /> Mercer <br />NOES: Councilmember Brandms <br />ABSENT: None <br /> <br /> It was moved by Councilmember Butler, seconded by <br />Councilmember Mohr, introducing Ordinance No. 1359, approving <br />application of Blackburn Development Company and Matilda <br />Teixeira for Planned Unit Development District rezoning and <br />development plan approval for a 42 parcel single-family <br />residential development to be located on an approximately 15 <br />acre site located at 2820 Vineyard Avenue. Zoning for the <br />property is PUD (Planned Unit Development) - Residential <br />District. <br />The ro!l call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Wilson, and Mayor <br /> Mercer <br />NOES: Councilmember Brandes <br />ABSENT: None <br /> <br /> Councilmember Brandes said he could not support the <br />application because he felt it was time to quit approving <br />projects because of increased pressure on growth management. <br /> <br /> Page 12 4-5-88 <br /> <br /> <br />
