143 <br /> <br />with Livermore City Manager to develop a program that will be satisfactory to <br />both communities. <br /> <br /> Mayor Turner responded to questions by the Council. He stated that the <br />City of Livermore does have an ordinance requiring additional noise features <br />and requiring notification to prospective home buyers regarding location of <br />the airport in promixity to the area. He stated the Airport encourages pilots <br />to use alternate routes rather than going over Pleasanton Meadows. He stated <br />the Livermore City staff has met with the members of the Pleasanton Meadows <br />Committee and Pleasanton Mayor in an attempt to resolve legitimate concerns. <br />He feels the Airport has an effective program and the extension of the runway <br />will provide additional safety in larger aircraft. He stated he supports <br />having the noise study done. He stated he cannot support the 45 degree turns, <br />he wants pilots to have flexibility in order to maintain the highest level of <br />safety. He did not know of any ordinance that could control weekend flyers <br />and did not know if the F.A.A. study addresses that issue. He stated if the <br />noise study is justified the F.A.A. will pay the major portion of the cost; if <br />the City of Livermore feels it is justified they will pay their share. He <br />concluded by stating he felt the airport, sewer, transportatiion, and other <br />issues point out the need for a Valley-wide study group that will work in a <br />positive and effective way. He stated the City of Livermore wants to cooper- <br />ate and be good neighbors. He added that any resident of the City of Pleasan- <br />ton is welcome to call him at any time regarding any problem they might have. <br /> <br /> Mr. John Darvin, Attorney and pilot, stated there needs to be evidence to <br />support any proposed resolution such as presented tonight. He felt the 150 <br />Noise Study should be conducted. He stated that data indicates that 80% of <br />the aircraft use runway 25 and that 93.27% make right and left turns as re- <br />quested, leaving 6.7% that head straight out over Pleasanton Meadows. He <br />stated that before serious consideration is given to adoption of the proposed <br />resolution that the noise study should be completed. He added that there is <br />also the matter of excessive noise and how to develop property near the air- <br />port as well as the Stoneridge Specific Plan to be considered. <br /> <br /> Mr. Donald Reynolds, Pleasanton resident, stated the noise from planes <br />isn't only in Pleasanton Meadows, it is all over Pleasanton. He added that he <br />is also fearful of plane crashes into residential areas. <br /> <br /> Mr. Dave Lewis, Portsmouth Court, stated he is more concerned about safety <br />than noise - the quality of life needs to be considered. He asked that Coun- <br />cil approve the resolution. <br /> <br /> Mr. Edward Bonan, pilot for 4-1/2 years, stated he has never flown over <br />Pleasanton Meadows. The Highway Patrol and Army Reserve helicopters create <br />more noise than most aircraft. He stated that changing the flight pattern <br />will not solve the problem. He stated it is mandatory that pilots make night <br />flights to keep their licenses active and current. <br /> <br /> Mr. Paul Humphries, Pleasanton resident and private pilot, stated he moved <br />here because of the proximity to the Livermore Airport. He stated it appears <br />most of the people in the audience tonight have not read to proposed resolu- <br />tion therefore the matter should be continued. He felt the resolution should <br />be enhanced to include a buffer zone area for commercial and light industrial <br />zoning only, use of runway 25, rider to land use contract or an ordinance to <br />request real estate persons and homeowners to notify buyers of the fact that <br /> <br /> 8 - 3-15-88 <br /> <br /> <br />
