147 <br /> <br />industrial, and to retain a clear zone one-fourth the length of the runway. <br />He stated the extension of the runway is not necessary to allow larger air- <br />craft; it is strictly for safety conditions most airports have a clear zone, <br />Livermore Airport does not have one. He urged the City of Pleasanton to join <br />with the City of Livermore to set up a useful Airport Master Plan that both <br />cities could live with. He advised the City could request the F.A.A. to con- <br />duct the noise study; the F.A.A. would fund 80% of the cost for the study if <br />it felt the study was necessary. He did not feel that Livermore would object <br />to a noise study. He concluded by stating that Livermore Airport keeps a log <br />book of complaints; there are not many complaints and most are against tran- <br />sient pilots. <br /> <br /> Mr. Ray Brice, 126 Claire Drive, Livermore, representing the Livermore <br />Airport Commission, responding to the staff report stated he felt the require- <br />ments go beyond the jurisdiction of the City. He stated the proposed actions <br />would be hard to enforce. He advised the tower is controlled by the F.A.A.; <br />the City of Livermore has no formal ties to the tower. He stated he could <br />place the noise study issue on the next Airport Commission agenda, who could <br />then make a recommendation to the Livermore City Council to apply for the 150 <br />Noise Study. He added he would like to have this done. There is a question <br />of timing, the F.A.A. is backlogged and the City might have to wait until Oc- <br />tober before the study could be conducted. He suggested that a joint commit- <br />tee of the Valley be formed by the various cities involved to review Airport <br />issues. <br /> <br /> Mr. Brice responded to questions by the Council. He advised that the Com- <br />mission had tried to conduct an Educational Enlightenment Program for regular <br />users of the Airport and has also sent brochures to the various other airports <br />and flight schools. He stated they would continue to do this. He stated the <br />Commission reports any safety violation to the F.A.A. but there were no viola- <br />tions reported in the last year. He advised on a nice summer night there are <br />several flights in and out of the Airport at night. He added it would be un- <br />heard of to close the airport at night because of the safety issue. He stated <br />there is no connection between the tower and the City of Livermore. <br /> <br /> Ms. Bree Klotter, Airport Commissioner, stated she is not a pilot nor does <br />she intend to become one, in response to Pleasanton's allegation that the Air- <br />port Commission consisted of pilots only. <br /> <br /> Mr. Cort Zimmerman, 4038 Rockingham Drive, stated his complaint is not <br />against the professional pilots here tonight but his concern is with the <br />weekend flyer. He advised that planes fly lower at night and it is a <br />frightening experience when they go over his house. <br /> <br /> Ms. Mimi Steele, Pleasanton resident and private pilot, stated the issue <br />is a complex one; Livermore Airport wants to cooperate and does not want all <br />of the restrictions. She suggested this matter be tabled until further infor- <br />mation is received that will benefit everyone's decision. <br /> <br /> Mr. Dale Turner, Mayor of the City of Livermore, stated the Airport Master <br />Plan and its EIR anticipates improvements that are modest but sufficient to <br />serve the Valley; there are no plans for long haul scheduled airlines. The <br />category of aircraft that the Master Plan has provided for has not changed <br />since the planning phase in the 1950's; to the Master Plan in the 1970's; and <br />up to the present.
