The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Butler, Mohr, and Wilson <br /> NOES: Mayor Mercer <br />0 ABSENT: None <br /> <br />(y) Adoption of Ordinance No. 1354~ Approval of RZ-87-10~ Application of the City <br /> of Pleasanton to amend the Municipal Code to establish regulations and pro- <br />~ cedures pertaining to Recycling and related matters <br />~ Mayor Mercer stated that Ordinance No. 1354 was introduced on February 2, <br /><:2[ 1988, by a vote of 4-Ayes, 1-Absent, and that it was now in order to adopt the <br /> ordinance. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Mohr, <br /> that Ordinance No. 1354, approval of RZ-87-10, application of the City of <br /> Pleasanton to amend the Municipal Code to establish regulations and procedures <br /> pertaining to recycling and related matters, be adopted. <br /> The roll call vote was as follows: <br /> ' AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor Mercer <br /> NOES: None <br /> ABSENT: None <br /> <br /> REPORTS OF BOARDS AND COMMISSIONS <br /> There were no Reports of Boards and Commissions presented at this meeting. <br /> <br /> REPORTS OF THE CITY MANAGER <br /> Reimbursement Agreement with Chang Su 0 Lin (Kottinger Ranch) for reimburse- <br /> ment of a portion of the cost of off-site Bernal Avenue Construction <br /> Mr. MacDonald stated that after discussion with Councilmember Wilson <br /> regarding his deed of trust on the Kottinger Ranch which was paid off in De- <br /> cember he will be required to abstain from participation in this item because <br /> of Conflict of Interest in that the Lin family was a source of income during <br /> the prior twelve month period. <br /> <br /> Mr. Swift presented his report (SR 88:67) dated February 16, 1988, regard- <br /> ing this matter. <br /> <br /> Mr. Ed Johnson, 327 Linden Way, stated he is concerned about what is going <br /> on. He stated the individual developer is paying the same for development of <br /> his one lot as the developer building 100 units - he did not feel this is <br /> fair. <br /> <br /> Mr. Frank Belecky, 892 Madeira, speaking on behalf of Ron Schneider for <br /> the Vintage Hills Homeowners, stated they strongly object to removing the <br /> moratorium on Vineyard Avenue until the Bernal Avenue extensions are started. <br /> He stated traffic is still a problem on this street. <br /> <br /> Mr. Gary Cedolia, property owner at the corner of Vineyard and Bernal, <br /> asked how much of his property would be affected if another bridge is built <br /> and the time schedule for this improvement. Staff advised that a bridge at <br /> this location is in the ultimate General Plan and would take a large portion <br /> of his property, however, nothing no action is expected to take place on this <br /> matter within the next five years. <br /> <br /> After discussion, it was moved by Councilmember Brandes, and seconded by <br /> Councilmember Butler, that Resolution No. 88-84, approving the reimbursement <br /> agreement with Chang Su-O Lin for off-site improvement to Bernal Avenue; and <br /> <br /> 10 - 2-16-88 <br /> <br /> <br />
