441 <br /> still apply to RV spaces even though the five year lease offer would not apply <br /> to RV spaces. <br /> <br /> Mr. Ronald Toothacher, Space 26, stated he felt it was unfair to the el- <br /> derly residents on fixed incomes in this mobile home park to have their rents <br /> raised. <br /> <br /> Mr. Leo Heckathorn, 4202 Stanley Boulevard, stated this will make it hard- <br />er for him to sell him mobile home, should he ever desire to do so. <br /> <br /> After discussion, it was moved by Council Butler, and seconded by Council- <br />member Brandes, that Resolution No. 88-299, correcting the Exhibit to the <br />Agreement Relating to Stabilization of Mobile Home Space Rents (Pleasanton <br />Mobile Home Park) to allow modified vacancy decontrol of space rent to $245 <br />per month with clarification that RV spaces remain subject to rent limita- <br />tions; provided Mr. Ozbirn will sign the Agreement prior to July 1, 1988,be <br />adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes,Butler, Mohr, and Wilson <br />NOES: Mayor Mercer <br />ABSENT: None <br /> <br />item 13b <br />Consider Introduction of Ordinance Reinstating Exemption for Low and Moderate <br />Income Housing to the Growth Management Program <br /> Mayor Mercer declared this item removed from the agenda, at the request of <br /> staff. <br /> <br />COMMUNICATIONS <br />item 14a <br />Letter from S. D. Deacon Corporation Re; Oak Hills Shopping Center <br /> Mayor Mercer presented a letter from S. D. Deacon Corporation, requesting <br />to start work at 7:00 a.m. rather than 8:00 a.m., as set forth in the condi- <br />tions of approval for the Oak Hills Shopping Center. <br /> <br /> Mr. Mel Muir, Superintendent for S. D. Deacon Corporation, stated this <br />request is being made so they can pour concrete early in the morning while it <br />is cool. <br /> <br /> After discussion, it was moved by Councilmember Butler, and seconded by <br />Councilmember Brandes, to deny the request of S. D.
