287 <br /> Council discussion ensued as to whether or not this facility should come <br />under the Housing Authority Board of Commissioners or some other Commission. <br />Ms. Bengtson stated that up to this date the project has been developed under <br />the Human Services Commission with assistance from the Park and Recreation <br />Commission. She felt this is the appropriate Commission to oversee the Senior <br />Citizen Center. She advised that a member from the Housing Authority Board of <br />Commissioners has been a representative on the Task Force. <br /> <br /> Mr. Walker advised this project is dependent upon the Corporation Yard <br />being moved. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember But- <br />ler, that Resolution No. 88-208, approval of the conceptual site plan for the <br />Pleasanton Senior Center, and authorizing the City to enter into an agreement <br />with Group 4/Architecture Research and Planning, Inc., to prepare a complete <br />preliminary design package; and authorizing execution of the agreement by the <br />appropriate city officials, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br />item 12b <br />Change the Street Name of Via De Los Milagros west of Valley Avenue to Paseo <br />Santa Cruz <br /> Mr. Walker presented the report of the Director of Planning and Community <br />Development {SR 88:203) dated May 3, 1988, regarding this matter. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Wil- <br />son, that Resolution No. 88-209, renaming the existing portion of the public <br />street known as Via de los Milagros west of Valley Avenue to Paseo Santa Cruz, <br />be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br />item 12c <br />Growth Management Report <br /> Mr. Walker presented the report of the Director of Planning and Community <br />Development (SR 88:192) dated May 3, 1988, regarding this matter. <br /> <br /> Mr. Roger Manning, 239 Main Street, stated that current applications for <br />growth management approval are for units that are for less than the units that <br />are available; 127 out of a possible 162. It is basically a technical deci- <br />sion as to whether the two large apartment projects which are already approved <br />are going to be considered exempt. The Council~s decision on this technicali- <br />ty however will effect only small projects; projects that are owned in most <br />cases by local residents and long time business men from Pleasanton or <br />builders who have built small projects here in Pleasanton before. It does not <br />affect the megabucks developers out of the area who already have their proj- <br />ects approved. All of the projects are currently in the Vintage Hills area <br />which is a fairly unique situation. Vintage Hills and the projects that are <br />there now are currently under a moratorium until Bernal Avenue extension is <br />started.
