443 <br /> <br />second meeting in January to give the Chamber and other interested <br />parties time to review the proposal. <br /> <br /> Mr. Jack Hovingh, 4250 Muirwood Drive, asked how will Council <br />discriminate between restaurants in the downtown area, i.e., <br />McDonald's, Burger King, etc., vs. first class restaurants; how <br />will staff insure that first class restaurants are the ones the <br />City will get downtown. He stated if this is accomplished, it <br />smacks of special interest legislation. He stated that <br />restaurants in Hacienda Business Park might want a similar break. <br />He stated some people, such as the Pleasanton Hotel, have already <br />paid for their sewer connection fees; how will this effect them? <br /> Mr. Hovingh stated he has no position on this issue at the <br />present time. <br /> <br /> Mr. Brad Hirst, 6280 West Las Positas Boulevard, encouraged <br />Council to continue this matter to get additional input. He <br />stated in all of his dealings with Pleasanton business people <br />throughout the City, everyone in business in Pleasanton feels that <br />a successful viable downtown benefits everyone. He stated the <br />sewer connection fees are devastating to most potential <br />investors/developers. He added that if the Redevelopment Plan is <br />approved, this Plan might be a funding mechanism to provide loans <br />over a 4-5 year period to pay for sewer connection fees that could <br />not be done outside the Plan area. <br /> <br /> After discussion, Mayor Mercer directed staff to place this <br />matter as a public hearing on the January 3, 1989, Council <br />agenda. <br /> <br /> Mayor Mercer stated that in discussions with the Vice Mayor <br />and City Manager it was felt that a study session with Council- <br />members and staff to discuss the Specific Plan would be beneficial <br />prior to making a decision on the Plan. Council concurred. Mayor <br />Mercer directed staff to schedule the work session on January 9, <br />1989, 7:30 p.m., in the Library Conference Room. <br /> <br /> Mayor Mercer stated that the public hearings on the Specific <br />Plan and the Redevelopment Plan, which are scheduled to be <br />considered on January 3, 1989, will be continued to the January <br />17, 1989 meeting, however, if anyone in the audience desires to <br />speak on these matters and cannot be present on January 17th, <br />their testimony will be heard on January 3rd. <br /> <br /> Councilmember Brandes requested a report from the City <br />Attorney regarding the advantages and disadvantages of being a <br />General Law City and a Charter City. <br /> <br /> Councilmember Tarver asked if Councilmembers had any concern <br />about the Oaktree/Currin development on Foothill Road that is <br />being considered by the County. Mr. Swift advised that staff did <br />not comment on the Environmental impact Report because it was <br />adequate in addressing the environmental elements.
