353 <br /> <br />interested in investing money in the revitalization of downtown. <br />Once the streets, sewers, and other improvements are put in place <br />there is still work that need to be done downtown and that will be <br />with private money. This promotional money is needed to find the <br />kinds of investors who will invest in the downtown. He felt it is <br />appropriate to separate the Specific Plan from the redevelopment <br />plan; they are two separate things. The Planning Commission <br />approved the Specific Plan but turned down the redevelopment plan. <br />However, it is difficult to have a Specific Plan without the <br />means to fund it. The redevelopment plan can be the funding <br />mechanism to pay for things that should be done. He felt the time <br />has passed for an undercrossing at Santa Rita Road. He did not <br />think the Del Valle Parkway should have ever been in the plan <br />because it does involve relocation of homes and is too <br />controverial for this plan. He felt the Sunol Boulevard extension <br />should be taken out of the plan in order to get to the $33 million <br />total project funding. He stated maybe there should be additional <br />life to the plan in order to consider the Sunol Boulevard <br />extension later on. He felt enhancements should be looked at, <br />especially in light of the Earthquate Safety Statute, and <br />implement something into the plan that would allow the lending of <br />money to downtown property owners to fix up their property. A <br />consultant's survey was done a couple of years ago and to get a <br />revitalized downtown there needs to be restaurants, theaters, and <br />things like that. It is hard to do that with the present sewer <br />connection fee in Pleasanton for a restaurant. The redevelopment <br />plan would be a perfect way to fund or lend money or encourage <br />that kind of investment in the downtown. <br /> <br /> Councilmember Brandes asked if enhancements as suggested need <br />to be included in the plan at this time or can they be added later <br />on. Staff advised that the plan is an enabling ordinance and <br />would enable the Community Development Agency to exercise any of <br />the powers that are contained in the Community Redevelopment law <br />except those which are specifically prohibited. So, things can be <br />added later on. Vice Mayor Butler stated that if there is a <br />specific item Council felt should be included, it should be done <br />at this time so there would not be any question later on. <br /> <br /> Councilmember Brandes stated the $33 million dollars referred <br />to only to the property tax increment and does not include the <br />sales tax increment. <br /> <br /> Mr. Fernandez stated that Stanley Business Park is in the <br />redevelopment area but there are no projects included. Property <br />is being developed there and would be a perfect place for CDA <br />money. Councilmember Brandes stated it has been considered and <br />part of the problem is that it is not meant to be at the inception <br />of something that is going to take place over many years. If that <br />is included within the redevelopment boundaries that certainly is <br />an option that is open. <br /> <br /> Councilmember Tarver stated concerning the way Prop 4 limits <br />are determined, it is his understanding that if this plan is <br /> <br /> 12-6-88 <br /> <br /> <br />
