241 <br /> <br />space and having larger lots; there will be a problem with <br />maintaining open space. He has grave concerns about the open <br />trails and feels there will be a policing problem. He is opposed <br />to a gated community. He suggested low density with a mixture of <br />different size lots, and meandering roads. He did not feel a park <br />in that area would be heavily used; he suggested reducing the park <br />size. With a redirection of open space going into larger lot <br />sizes, this project would work. He stated this is a large piece <br />of property and before any approval of plans, Council should make <br />sure on the conditions that all concerns are covered. He felt <br />there will be a long time before actual development of this <br />project. <br /> <br /> Councilmember Tarver stated the Foothill Knolls people have <br />expressed what they would like to see in the development, and the <br />developer has tried to mitigate their concerns. He felt the <br />Bernal Avenue bridge should be retained. He does not like the <br />concept of a gated community. He would like to see Foothill Road <br />realigned to eliminate speeding. He did not necessarily agree <br />that Council had to work around Foothill Road being used as an <br />alternate route and therefore should not be expanded. He felt it <br />would be safer if turn lanes were installed. He shares the <br />concerns regarding timing of this project; traffic and schools and <br />some of the services required to maintain the development should <br />be thoroughly considered. He did not feel the Council will be in <br />a position to develop it as soon as the developer would like, and <br />felt the Specific Plan should state the timing. He shares the <br />concerns regarding schools and likes the concept of having small <br />schools in neighborhoods rather than having larger schools and <br />bussing kids. He felt the proposed development is of good quality <br />and he liked the open trails. <br /> <br /> Councilmember Mohr stated she is very pleased with this <br />Specific Plan proposal. She stated this is a transitional piqce <br />of property from Foothill Knolls on the north to the lower density <br />on the south, providing a feathering concept which is a reasonable <br />way to make the transition. She stated the private gate is a <br />marketing concept. She stated that with regard to the to the <br />park, there will ultimately be a larger number of people using it <br />with additional housing in the area. She stated that while larger <br />lots provide more back yard space, they do not provide community <br />soccer fields or other public sports and recreational areas. She <br />felt that keeping Foothill Road narrow will increase problems; the <br />street should be made safer. She stated that road configurations <br />and other improvements can be reviewed in detail at the PUD stage <br />of the planning process. <br /> <br /> Councilmember Butler stated it is important to remember that <br />the detailed planning is yet to come and some of the questions <br />cannot be answered until then. He stated he feels strongly with <br />regard to Foothill Road that it is imperative to do what needs to <br />be done to make this a safer street. He feels the realignment is <br />the right way to do that; the details can be worked out later. He <br />is in favor of preserving the historical site.
