The roll call vote was as follows:
AYES: Councilmembers Brandes, Butler, Mohr, Tarver, and Mayor
Mercer
NOES: None
ABSENT: None
ABSTAIN: Councilmember Mohr on item 4c

5. MEETING OPEN TO THE PUBLIC
Ms. Sharrell Michellotti, 7873 Olive Court, invited Council
to attend the opening ceremonies for the Regional Soccer
Competition on Friday, June 16, 1989. She thanked the Mayor for
representing the other mayors and the Parks and Community Services
Department. She also requested a proclamation for Soccer Weekend
in honor of this major event.

Charles Doda, 7983 Applewood Court, expressed concern
regarding the proposed development on Foothill Road outside the
city limits. He was concerned about the condition of Foothill
Road and did not feel the City should annex properties with
existing problems.

Mr. Mercer responded that the City has taken no official
position on the development. He has attended meetings with the
owner of the property and the concerns of Council were expressed.
Annexation would be proposed in order for the City to control how
the property is developed and to insure that a discrete sewage
system is not allowed. The City's concerns over the number of
houses and too much grading were also set forth.

Mr. Butler indicated if the City does not do anything, the
developer can still get approval from the Board of Supervisors.
We would provide police and fire response under an existing mutual
aid agreement.

Mr. Doda then inquired how the developer would get growth
management approval and the Council responded he would get in line
with all the other developers.

Mr. Jon Scudder, 836 Division Street, indicated he had
appeared at the January 17th meeting with concerns about traffic
on Division Street and he is still counting cars. He presented an
overhead indicated that in 20 weeks there had been 1.12 million
cars and approximately one-third of them were exceeding the speed
limit.

Mr. Elliott indicated meetings are being scheduled with the
residents by Bill van Gelder and a report will be presented to
Council on July 5th.

Mr. Dave Jones, 1605 Rose Avenue, was extremely upset about
the trailer pads being constructed at the fairgrounds. He
indicated he was getting no response from the Fair Board and
wanted the City to assist him in this matter.

6-6-89
-4-
