Mr. Mercer indicated the City has no jurisdiction over
certain activities on the fairgrounds. He has talked to the
manager of the fairgrounds, who indicated these spaces are for
temporary use during the fair only; there are no water or sewer
hookups.

Mr. Brandes, also indicated these are temporary units and
further clarified they are not new units, but a consolidation in
one place of existing units scattered around the fairgrounds.

Linda Garbarino, 733 Division Street, expressed concern about
traffic on Division Street and requested staff to come up with
some proposals.

Anita Davidson, 1635 Rose, also addressed Council regarding
the trailer park on the fairgrounds. She presented pictures which
she felt indicated the spaces were permanent. She expressed
concern about traffic on Rose, emergency access, and the fact that
the fire hydrant on Rose is old and small. At the conclusion of
her statement, she presented a typed statement by Ray Thompson,
who could not attend the meeting, but wished his remarks to be
part of the record.

6. PUBLIC HEARINGS
Item 6a
Review of Growth Management Report and Establishment of Housing
Targets for 1990
Mr. Swift presented his report (SR 89:253) regarding this
matter.

Before the public hearing was opened, Council questioned Mr.
Swift regarding the number of units which had been approved and
were as yet unbuilt. Approximately 2,500 units are currently
approved but unbuilt.

Mayor Mercer declared the public hearing open on this item.

Rita Dort, 904 Sherman Way, expressed concern about the lack
of classroom space and indicated before any further growth is
allowed Council should address the school problems.

Judith Mayhew, 610 Main Street, expressed a concern for more
affordable housing and urged Council to meet the needs for low
income housing in 1990. She also wanted to be sure the City had
adequate financing for infrastructure to support the growth.
Gene Pons, 832 Abbie Street, indicated the quality of life in
Pleasanton needs to be considered. The schools are overcrowded,
the park and recreation facilities are being stretched, and
traffic is increasing, along with congestion and density in the
City. He feels the city is getting smaller as far as space is
concerned and guidelines are needed to preserve what space is
left.

6-6-89
-5-
