189 <br /> <br /> Mr. Mercer asked Mr. Smith if they would be willing to annex <br />the property during the period between 1989 and 1990 when they <br />would be working on the nine lots, should there would be the <br />opportunity to annex. <br /> <br /> Mr. Smith said they would, as soon as they could do so and <br />get sewer as well as growth management. <br /> <br /> Mr. Swift pointed out that if the tentative map presented to <br />the County were approved, and the property were then annexed to <br />the City, the tentative map would be valid. The City would not be <br />able to do anything except approve the final map and work on the <br />sewer issue. <br /> <br /> Mr. M. L. Van Dresser, President of Castlewood Homeowners <br />Association, stated that by the latest count with the County, <br />there would be a total of 19 or 20 total Residential Discharge <br />Equivalents (RDEs) left after all the septic tanks are converted. <br />He added that the real problem they have now is that they have <br />exceeded the 92,000 gallons per year that they have been allowed <br />for the year due to infiltration into their sewer system during <br />the rainy season. An additional problem would arise if the County <br />took the last 20 RDEs without notifying the people. <br /> <br /> Mr. Mercer asked Mr. Van Dresser to explain the process of <br />how the County Service Area (CSA) permits were given out. <br /> <br /> Mr. Van Dresser explained that the RDEs have around 200 <br />users, and there are 48 additional people who purchase these. <br />Purchasing may be done by anyone in the county service area on a <br />first-come-first-served basis. Any new development can get them <br />so long as they pay for the fees. An RDE is equivalent to about <br />340 gallons per home. <br /> <br /> Ms. Marjorie La Bar of the Preserve Area Ridgelands <br />Committee, which has followed the project closely since its <br />inception, expressed concern about the project proceeding through <br />the County. She stated that a package sewer treatment plant would <br />present problems with the smaller units, and allowing the project <br />to develop outside the City would set a bad precedent and could <br />present some difficulties for everyone in the Valley. <br /> <br /> Mr. Brandes stated that he felt the property needs to be <br />annexed to Pleasanton and the development plan, including an <br />environmental impact report, ought to be run through the City. <br /> <br /> Mr. Tarver concurred. He mentioned that the applicant can <br />work with the staff and proceed the way it should, rather than <br />work jointly with the County. <br /> <br /> Mr. Mercer asked Mr. Swift whether the LAFCO staff had <br />changed its position regarding the annexation of the property. <br /> <br /> -19- <br /> 8-1-89 <br /> <br /> <br />
