205 <br /> <br /> Mr. Beougher responded that it would be after the LAFCO <br />hearing. <br /> <br /> Mr. Mercer stated that if the Council decides for annexation <br />today, the formal application of the City to start the annexation <br />procedure would be on the Agenda for the next Council meeting. <br />However, if protests are filed by at least 50% of the registered <br />voters in the area to be annexed, the proposal is terminated. If <br />at least 25% of the registered voters of the area or at least 25% <br />of the number of owners of the land who also own at least 25% of <br />the assessed value of land in the area to be annexed file <br />protests, then an election is held, and a majority is needed for <br />annexation. Otherwise, the annexation proceeds as decided by the <br />Council. <br /> <br /> Mr. Butler inquired if an Environmental Impact Report is <br />required considering the size of the area to be annexed. <br /> <br /> Mr. Mercer responded that it would depend on what the plan <br />would be for the property. Then LAFCO or the specific plan could <br />require it if the project called for it. <br /> <br /> Mr. Ron Guerra, 901 Sycamore Road, an officer of the Alisal <br />Homeowners Club and a member of the Steering Committee that worked <br />on the Specific Plan, stated that he has lived in the area for 28 <br />years and is the closest neighbor to the School District. He <br />recommended that annexation be supported by a Specific Plan and <br />that the staff be directed to work with the Steering Committee. <br /> <br /> Mr. Thurmon Caudill, 47158 Augustine, stated that he was <br />around when the School District took over the property, and it was <br />about 15 acres then. He wanted to know how it grew to be 125 <br />acres. <br /> <br /> Mr. Mercer clarified that all the properties to be annexed <br />were combined under one application, with the School District <br />filing the application since it was the largest property owner. <br /> <br /> Ms. Cassens encouraged property owners to take the <br />initiative, find out what is happening and not wait for <br />notification on what would be of interest to them. <br /> <br /> Mr. Mercer stated that everybody seemed to be saying the same <br />thing in different ways. He reiterated that the property could be <br />annexed and still have the same zoning; that annexation could be <br />initiated and a Specific Plan be developed. He added that he felt <br />the proper thing to do was to start the annexation process and <br />simultaneously review the Specific Plan that Land Planning <br />Consultants has put together. The residents from Alisal, Happy <br />Valley, Mission Park, Ventana Hills and whoever wanted could <br />participate and help come up with a satisfactory plan. This would <br />then be presented to the Council, and if the annexation comes back <br />at the same time, the annexation could be accepted with the <br />Specific Plan.
