Mr. William Emery, 4435 Entrada Drive, indicated that Lot 4
impinges on the eastern boundary of his property. He presented
the Council with some pictures showing the view before the
development and during construction. He stated that the he has
lost the privacy in his back yard because the house has windows in
the second story that look into his yard. He mentioned that he
would be willing to forego the view situation, but not the
privacy issue.

Mr. Lewis Howard, 4455 Entrada Drive, gave the Council some
pictures and explained that the houses intrude into his privacy.

Ms. Marianne Johnson, 313 Del Sol, stated that her house
looks into the family room and kitchen of a one-story house and
directly into two master bathtubs of a two-story house. She
addressed the issue of privacy and what is happening to that
neighborhood. She stated that to have another two-story house in
neighborhood would be intolerable.

Ms. Marlene Sandberg, 450 Neal Street, stated that the tree
in the pictures presented by Mr. MacDonald is located in one
corner of her backyard. She pointed out that design review is not
enough and that limits should be set on what can happen to the
property. She handed the Council a report of the City of Palo
Alto on the importance of neighborhood compatibility and
preserving the character of neighborhoods.

Mr. Jim Niday, 4440 Entrada Drive, expressed his concern
about the neighborhood and two-story houses with minimum
setbacks.

Dr. Connolly stated that he is a veterinarian and not a
developer. He did not plan the houses, which, he understands,
met the Code; he just bought the property and sold the lots. He
pointed out that he does not want to cause any problems and is
willing to listen to the neighbors. However, he thinks it is not
fair for the City to put restrictions at this time when the
project is almost completed.

There being no further testimony, Mr. Mercer declared the
public hearing closed.

Mr. Brandes inquired if the homes on the lots are in
accordance with the conditions on the PUD.

Mr. Swift replied that they are.

Mr. Brandes asked Mr. Swift to explain to the people the
development process from the time a builder submits a PUD to when
the staff makes a decision regarding the siting of the house
within the property.

-7-
12-12-89
