He continued that the Task Force has proposed that if <br /> the City is willing to put up a specific piece of property, the <br /> Task Force would be willing to work out whatever financing <br /> opportunities might be available for whatever particular <br /> affordable housing could be built on that property. <br /> <br /> Mr. Butler stated that it would be appropriate for Council to <br /> give some indications on how to proceed. <br /> <br /> Mr. Mercer mentioned that four recommendations were made, two <br /> of which could be acted on. The Council could make the City's 14- <br /> acre parcel available for affordable housing, consider starting <br /> the process of raising the housing fee, and possibly get into <br /> initiating policy changes. <br /> <br /> Mr. Butler indicated that he supports the recommendations. <br /> <br /> Mr. Brandes stated that he was not in favor of the <br /> recommendations made because there is not enough information <br /> available to make decisions on them. <br /> <br /> Ms. Mohr concurred that more information would be necessary <br />to determine if the project's chances of success are good. She <br />agreed that the Task Force should continue working and suggested <br />that the 14-acre parcel be "reserved" rather than "set aside" <br />until a full investigation is done and Council can decide what is <br />going to work best for the site. She stated that raising the <br />housing fee would need a full staff report to be put on another <br />Agenda. Policy changes to encourage affordable housing is a <br />complex issue and would need several council meetings to address. <br /> <br /> Mr. Mercer commented that nothing can be done until the <br />Corporation Yard is taken off and the ground tested. He mentioned <br />that the community needs more affordable housing and that he would <br />not be opposed to having that parcel set aside for that purpose. <br /> <br /> Mr. Tarver commented that he appreciates the work that the <br />Task Force has done. He felt that it was time to take some action <br />and decide if the 14-acre site should be committed for affordable <br />housing or should more information be requested. <br /> <br /> Ms. Sharrell Michelotti, a member of the Task Force, <br />stated that she has been involved in the process of bringing <br />affordable housing to the community since September of 1988. She <br />requested Council to set a time frame to get staff to work on the <br />reports so Council can take action on the recommendations made by <br />the Task Force. <br /> <br /> Dr. Howard Long indicated that he was involved with the same <br />type of work several years ago on Pleasanton Greens and that he <br />was not aware of any sources of controversy regarding the matter. <br /> <br /> -17- <br /> 12-12-89 <br /> <br /> <br />
