5. MEETING OPEN TO THE PUBLIC <br /> <br /> Mr. Leo Heckathorn, 4202 Stanley Blvd., stated that the new <br />building at the corner of Main Street and Neal Street appeared to <br />have had its electrical connections plugged into the City's main <br />line at the time of construction. In addition, he indicated that <br />allowing vehicles to park in front of the same building could <br />result in traffic problems since Main Street narrows as it <br />approaches that area. <br /> <br /> Mr. Mercer requested Mr. Elliott to look into both matters. <br /> <br /> Mr. Stanley Rathbone, 325 Ray Street, inquired why the <br />Downtown Revitalization Committee was discussing financing of <br />downtown projects when the citizens had voted against the <br />financing of the Downtown Redevelopment Plan in the election of <br />June 1989. <br /> <br /> Mr. Mercer responded that the Downtown Redevelopment Plan was <br />one matter and the establishment of the Downtown Specific Plan is <br />another. The decision to use redevelopment to finance the <br />improvements in the Specific Plan was placed on the ballot and was <br />defeated. This did not eliminate the improvements in the Specific <br />Plan, which still need implementation. A Downtown Revitalization <br />Committee was then formed and given the task of looking at those <br />capital improvement projects, prioritizing them, and looking for <br />possible funding mechanisms for the projects. <br /> <br /> Ms. Birdie Bianchi, 4329 Railroad Avenue, stated that she has <br />been trying to get some information from the Planning Department <br />for the past five weeks on how many parking spaces there were in <br />the downtown parking district; who bought these spaces and the <br />price per space; how much money has been collected to date; and an <br />itemized statement of how these monies have been spent and by <br />whom. <br /> <br /> Mr. Mercer asked Mr. Swift if this information were <br /> available. <br /> <br /> Mr. Swift replied that the information is in storage. He <br />stated that he explained to Ms. Bianchi that an Assessment <br />District had been formed, that there were 90 parking spaces, <br />purchased by all the property owners in that block with the <br />exception of the lot at the corner of Peters Avenue and St. Marys, <br />that all of them either paid money or dedicated land or a <br />combination of both, and that all the money collected was used to <br />build the parking lot in 1975. <br /> <br /> Mr. Bocian stated that Mr. Swift did a substantial amount of <br /> research and gave Ms. Bianchi a written memorandum answering her <br /> questions. He added that City staff would try to take out of <br /> storage the files for Ms. Bianchi to review. <br /> <br /> -4- <br /> 11-21-89 <br /> <br /> <br />
