387

8. MATTERS INITIATED BY COUNCILMEMBERS
Item 8a
Petition for a Soundwall on Del Valle Parkway

Ms. Darie Ann Reyes, 1049 Harvest Circle, stated that two
'D months ago, someone climbed over the wooden fence behind her
[] property at 2:00 a.m. and threw a rock that hit the back window.
~ Additionally, accidents at the intersection of Hopyard Road and
Del Valle Parkway cause disturbing noises. She said that the
existing fence is not sufficient and requested that it be replaced
by a sturdier one which would provide a sound barrier and prevent
outsiders from climbing over.

Mr. Mercer explained that requests from residents regarding
soundwalls are referred to the Public Works Department. The staff
prepares a report on the kind of walls to be built, and how much
these would cost. The Council then looks into this when it
considers the Capital Improvement Project (CIP) budget and
determines when, or if, the soundwall would be built.

Mr. Brandes commented that it would be premature to get all
that information without first looking into the CIP budget.

Ms. Mohr inquired what kind of wall would solve the security
problem.

Mr. Mercer requested Mr. Elliott to work with the neighbors
to find out what kind of wall would be needed. He then asked Ms.
Reyes and her neighbor, Ms. Beth Rowan, to leave their addresses
with Mr. Elliott.

Item 8b
Landscape on Del Valle Parkway Median Strip

Mr. Mercer stated that some of the landscaping on a median
strip of Del Valle Parkway was removed when the sewer line was put
in. He now has a request from the neighbors to have the
landscaping redone. He directed the staff to look into the cost
of the landscaping and come back with a report for the next
Council Meeting.

Item 8c
Report on Washers/Dryers at Gatewood Apartments

Mr. Swift presented his report (SR 89:431) regarding the
matter.

Mr. Brandes stated that he understood the installation of
washers and dryers in each unit of the Gatewood Apartments was one
of the conditions for project approval.

Mr. Nick Cassens, 4082 Suffolk Way, mentioned that he brought
this matter to the Council's attention when PUD-83-9-1M was

-6-
10-3-89
