369 <br /> <br /> Mr. Butler commented that the Kaiser building is attractive, <br />with a beautiful setting and enough space for all City employees. <br />Savings from the purchase could be used for downtown improvement. <br />He indicated that he did not agree with the theory that moving <br />City Hall would create a significant direct negative effect on the <br />downtown businesses; the new tenants would patronize them. He <br />added, however, that the City has spent many years trying to <br />establish the Civic Center and that he would reluctantly vote <br />against the purchase. He emphasized that whatever the decision, <br />plans for the expansion of City Hall in this general location <br />should be pursued. <br /> <br /> Ms. Mohr stated that Kaiser is a landmark building, and the <br />economics is attractive. She indicated that this is the time to <br />make some definitive planning towards having a facility which <br />would provide decent quarters for the City staff. However, she <br />has some reservations about City Hall being that far out and would <br />not support the purchase. <br /> <br /> Mr. Tarver pointed out that the purchase of the Kaiser <br />building would provide some savings and bring City employees <br />together. He mentioned, however, that this is more a question of <br />preserving the Civic Center and keeping City Hall there, than one <br />of economics. Furthermore, he felt there was not enough time to <br />consider other options and is reluctant about purchasing the <br />Kaiser building. HoweVer, he would like a new City Hall <br />considered and planned for in the near future. <br /> <br /> It was moved by Mr. Butler, and seconded by Ms. Mohr, that <br />Resolution No. 89-426 be adopted, declining the offer to purchase <br />the Kaiser building on Sunol Blvd. for a Civic Center. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Tarver and Mayor Mercer <br />NOES: Councilmember Brandes <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 12c <br />Proposal to Ban the Further Use of Roof Coverings Which Do Not <br />Provide Fire Hazard Protection; and to Require That All <br />Residential Chimneys Have Spark Arrestors <br /> <br /> Mr. Hill presented his report (SR 89:424) regarding the <br />matter. <br /> <br /> Mr. Brandes commended Mr. Hill for his excellent report.
