325 <br /> <br /> Mr. Robert Cordtz, 262 West Angela, indicated that he was in <br />favor of moving City Hall to Kaiser Center. He asked if any other <br />project had been proposed on the property that would interfere <br />with the view of the building from the road. <br /> <br /> Mr. Mercer reiterated that it is the Council that decides <br />what happens to properties not owned by the City. <br /> <br /> Mr. Tarver commented that the design of the building looks <br />good; increasing the floor space by pushing the bottom outward <br />would change the structural appearance. <br /> <br /> Mr. Walker replied that the floor space would be increased <br />only by 4,800 sq. ft. and not all the way out. The difference <br />would hardly be noticed from afar. <br /> <br /> Mr. Gene Finch, 8019 Jorgensen Lane, mentioned that the <br />impact on the community both now and in the future was not <br />addressed in the staff report. He stated that the new building is <br />gorgeous, but that the City should ask what is good for the <br />community. He added the City has a commitment to the community as <br />service people and should work within the framework of what it <br />has. <br /> <br /> Mr. Mercer told Mr. Finch that he is making some presumptions <br />and pointed out that there is nothing in the staff report that <br />says the City is selling or leasing the City Hall buildings. <br /> <br /> Mr. Finch commented that the City requires developers to come <br />in with a lot of information before their project is approved. He <br />indicated that in this case, no presentation was made; nor were <br />there maps or charts included in the staff report that the public <br />could address. He requested that the matter be set aside until <br />further information was available. <br /> <br /> Mr. Mercer replied that delaying it would kill it because <br />Council has to decide by the next Council meeting. He added that <br />Mr. Finch is comparing this situation to a person who buys a piece <br />of property and wants to develop it. He added that the City is <br />trying to gather as much information as it can, but may not have <br />them all by the next Council meeting. <br /> <br /> Mr. Finch stated that there is a piece of property across <br />City Hall that can be built on. Like Hayward, the City could <br />build a two- or three-story building, use the top floor for City <br />Hall and rent out the ground floor as offices. <br /> <br /> Mr. Mercer asked Mr. Finch if he had the facts and figures <br />for that proposal. He mentioned that the property referred to was <br />for sale last year for $1.5 Million; it would cost the City an <br />additional $3.5 Million to build. That would mean taking out <br />$5 Million from the City to build City Hall. <br /> <br /> -17- <br /> <br /> 9-19-89 <br /> <br /> <br />
