196

Mr. Brandes commented that the stop signs instead of traffic
lights on Valley Avenue and Via de los Milagros have served the --
purpose of slowing down the traffic and allowing people to cross
to the park at a very minimal cost to the City. He inquired if
the situation at the intersection of West Las Positas Boulevard
and Dorman Road would warrant gathering information for a certain
period of time to determine the effectiveness of stop signs before
deciding to put traffic lights in.

Mr. van Gelder, Traffic Engineer, stated that the type of
traffic that exists at the intersection of West Las Positas
Boulevard and Dorman Road makes it different from the Valley
Avenue and Via de los Milagros intersection. The former is a
T-intersection which is closer to Hopyard Road and a shopping
area. Staff feels that it would not be in the best interest of
public safety to proceed with the stop signs.

Item 8c
Expiration of Planning Commissioners' Terms

Mr. Mercer stated that the terms of Planning Commissioners
Sharrell Michelotti, Marcelline Mahern and Harold A. McGuirk
(Alternate) are due to expire on May 5, 1990 and that the
application period will be open for thirty days, until
May 17, 1990. All three Commissioners are eligible for
reappointment.

9. CITY COUNCIL COMMITTEE REPORTS
Item 9a
West Pleasanton Annexation Steering Committee

Mr. Swift presented his report (SR 90:166) regarding the
matter.

Mr. Lee Montgomery, 4127 Foothill Road, representing the
majority of the homeowners and property owners on the West
Pleasanton study area, reiterated that the home and property
owners are prepared to annex to the City of Pleasanton with no
guarantees or promises. He added that they are ready to work in a
committee with the citizens of Pleasanton under the Council's
direction.

Ms. Terry Spraggins, 7024 Corte del Oro, Chairperson of Save
Pleasanton Ridgelands Committee (SPRC), requested Council to
clarify the purpose of the proposed Steering Committee.

-Mr. Mercer opened the Council's discussion on the Steering
Committee by appointing Mr. Butler as the Council's representative
to the Steering Committee.

- 10 -
4-17-90
