168

5. MEETING OPEN TO THE PUBLIC

Mr. Rathbone expressed concern about the water breaks and
leaks on Del Valle Parkway and Ray Street as well as other City
streets and inquired if these were due to the use of inferior
materials such as plastic pipes.

Mr. Mercer replied that there have been some problems with
the sewer pipes on Del Valle Parkway and Hopyard Road, which have
caused the delay in the work being done there. He referred the
question to Mr. Elliott.

Mr. Elliott replied that the City has had some problems with
water services breaking. He added that most of the sewer pipes
are now being replaced by a superior type of plastic pipe.

Mr. Rathbone suggested that Council take the availability of
water into consideration before going into too many developments
and that it take some action to conserve City water.

Mr. Mercer stated that he has contacted Mr. Dean Schenone,
Chairman of the Zone 7 Water Board, and requested a report on the
City's water status for the year. Mr. Schenone indicated that he
would bring the matter to the Zone 7 Water Board and that the
report should be ready within the month. -~

6. PUBLIC HEARINGS
Item 6a
RZ-90-01, Application of the City of Pleasanton (Moller) to
Prezone an Approximately 174 Acre Site Located on the West Side of
Foothill Road to the PUD (Planned Unit Development) - Low/Rural
Density Residential District (134 Acres), and the "A"
(Aqricultural) District (40 Acres) or to Any Other Zoninq
Districts Consistent with the General Plan

Consider Adoption of a Neqative Declaration

Mr. Swift presented his report (SR 90:142) regarding the
matter.

Mr. Brandes inquired if it were necessary to specify the
number of acres in each district since this number would most
probably need to be adjusted as the development progresses.

Mr. Swift replied that assigning a specific number of acres
to a district is actually designating all the area below the 670
foot elevation contour and setting the boundaries between low
density and rural density residential, based on the General Plan
map. The maximum holding capacity is then calculated from these '-
designations.

- 4 -
4-3-90
