43 <br /> <br />town was no longer available. With all the development taking <br />place in the area, a service station is needed somewhere along the <br />Sunol Boulevard corridor. She stated that she had no problem with <br />Speedee Oil as such, but with the loss of the use for a gas <br />station. She explained that she wanted to find out what would be <br />the best means for the City to address the distribution of <br />services throughout the community, which is the reason that the <br />place was originally zoned for a gas station. <br /> <br /> Mr. Brandes commented that while Ms. Mohr's concern was <br />legitimate, the gas station built on the site twenty years ago is <br />not physically big enough to produce the gallonage needed to <br />support the station. The gas and service station business has <br />changed since then, and it would be inappropriate to hold the site <br />for a gas station because the owners cannot do that kind of <br />business on the site any longer. <br /> <br /> Mr. Tarver agreed with Mr. Brandes. <br /> <br /> Mr. Mercer declared the public hearing open on the appeal. <br /> <br /> Mr. Dean Hammer, co-owner/operator of the Speedee Oil Change <br />and Tune-Up franchise with Mr. Carl Nelson, stated that they <br />canvassed the surrounding area, and all the neighbors they talked <br />to approve of the business. He explained that Speedee Oil, a <br />nationwide company with its western regional headquarters located <br />at Hacienda Business Park in Pleasanton, does drive-thru <br />preventive maintenance service like oil change, lube and tune-up. <br />The site on Mission Drive would provide a clean, convenient and <br />customer-oriented automotive care in the community. Cars will be <br />serviced at ground level with no cars being kept overnight, either <br />inside or outside the station. There will be a low traffic impact <br />with about 30 cars being serviced per day. He added that this <br />station would be the corporate flagship and showcase for the <br />region. The exterior of the building has been modified to conform <br />with local architectural requirements. He also presented some <br />drawings showing the elevations. He requested Council to deny the <br />appeal. <br /> <br />Mr. Brandes inquired if the Environmental Protection Agency <br />(EPA) requirement of proper soil testing was done after the tanks <br />of the old gas station were removed from the site. <br /> <br /> Mr. Hammer replied that a soil study was done, and it was <br />determined that the soil was not contaminated. <br /> <br /> Ms. Mohr inquired what the height and the colors of the <br />building would be. <br /> <br /> Mr. Hammer answered that the building would be about 18 feet, <br />and its colors would be a subdued gray with a coordinating trim in <br />a darker shade of gray, dark blue and white. <br /> <br /> -9- <br /> 1-16-90 <br /> <br /> <br />
