She asked the City Attorney if the <br />RRC's voter-ratified plan would be as protected by a public vote as <br />the entirety of Measure M and if Measure M would continue to apply <br />once the voters approve the RRC plan. <br /> <br /> In connection with the rules requiring the posting of agenda <br />and taking public testimony, Mr. Mercer stated that Senator William <br />Lockyer would introduce a bill to reinstate the rules.
