She asked the City Attorney if the RRC's voter-ratified plan would be as protected by a public vote as the entirety of Measure M and if Measure M would continue to apply once the voters approve the RRC plan. In connection with the rules requiring the posting of agenda and taking public testimony, Mr. Mercer stated that Senator William Lockyer would introduce a bill to reinstate the rules. He added that as indicated by the City Attorney, the Council would uphold the rules in spite of the suspension. Mr. Roush stated that the matter could be considered as an item that arose after the Agenda was posted and that the Council could vote to add it to the Agenda and then take a vote on it. It was moved by Mr. Brandes, and seconded by Ms. Mohr, that Resolution No. 90-155 be adopted, determining that the matter on the suspension of rules requiring the posting of agendas 72 hours in advance of public meetings and the taking of public testimony arose after the Agenda was posted and that it be added to the Agenda.
