MEETING OPEN TO THE PUBLIC <br /> <br /> Request for Further Investigation of Arrest <br /> <br /> Ms. Anne Quinn, 18801 Gerald Lane, expressed her <br /> dissatisfaction about the investigation conducted by Pleasanton <br /> Police regarding her arrest in 1989 for public drunkenness. <br /> <br /> Ms. Acosta stated that she would look into the matter. <br /> <br /> Rules on Advance Notice and Public Participation; Measure M <br /> <br /> Ms. Becky Dennis, 838 Gray Fox Circle, expressed concern <br /> regarding the State's suspension of rules requiring the posting of <br /> agendas 72 hours in advance of public meetings and the requirement <br /> to take public testimony. She stated that she had been assured by <br /> the City Attorney that the Council fully intended to abide by these <br /> principles in spite of the fact that it had been suspended by the <br /> State. She requested, however, that Council consider creating an <br /> ordinance or resolution to replace the suspended State-mandated <br /> rules in the interest of having clearly stated legal rules for <br /> future Councils to abide by. <br /> <br /> Ms. Dennis then stated that it was her understanding that if <br /> Measure M becomes a law by a vote of the people, it may not be <br /> amended or repealed except by a vote of the people, relating to the <br /> planning procedures using the Ridgelands Review Committee (RRC) and <br /> the procedures for placing its recommendations before the voters <br /> for ratification. She inquired if a voter-approved plan of the RRC <br /> may also not be amended or repealed except by a vote of the people <br /> of Pleasanton. She further inquired if the RRC would need to <br /> reconvene to consider amendments and if its findings would be <br /> <br /> 8-21-90 <br /> - 4 - <br /> <br /> <br />
