He requested the <br /> proponents of the Save Pleasanton Ridgelands Committee (SPRC) to <br /> reconsider their position and agree to the citizens' review process <br /> which has been proven effective for 14 years. He mentioned that if <br /> the SPRC Initiative supporters elect not to use the citizens' <br /> committee process, he would ask the Council to consider putting <br /> that process on the ballot for the people to vote on. <br /> <br /> Mr. Brandes concurred with Mr. Mercer that the SPRC Initiative <br /> does not accomplish to the best degree possible what can be done <br /> for the Ridgelands. He stated that he supported Mr. Butler's and <br /> Mr. Mercer's recommendation for a framework that would allow input <br /> from the citizens and that putting this on the ballot would do a <br /> better job of protecting the Ridgelands for the benefit of the <br /> citizens of Pleasanton. <br /> <br /> Ms. Mohr indicated that she supported the Mayor's citizens' <br /> committee process because it has been proven successful in the <br /> past. She stated that Council would have to determine if <br /> annexation should be initiated in order to put the citizens' <br /> committee in place or if the committee should be directed to start <br /> working with the annexation request. <br /> <br /> Mr. Tarver stated that if the protection of the Ridgelands is .., <br /> in the best interest of Pleasanton, the best compromise would be to <br /> make an immediate application to LAFCO to extend the sphere-of- <br /> influence to the modified Eden Township line with a "Public Health <br /> and Safety" designation. This line would be the best alternative <br /> because it would be the least threatening to Hayward and Castro <br /> Valley and it would provide the City with some control over the <br /> land that is logically connected to Pleasanton. After LAFCO and <br /> the City of Hayward have made a decision, the next step would be to <br /> proceed with the citizens' committee to address annexation and land <br /> use planning. All affected and interested parties should form part <br /> of the committee, and the Council should make no important <br /> decisions regarding the area that could limit citizen <br /> participation. <br /> <br /> Regarding the Initiative, Mr. Tarver stated that it would <br /> place the Ridgelands in zoning categories similar to what has been <br /> established by Alameda County and Hayward and supported by Castro <br /> Valley, a zoning which would reduce or eliminate speculation and <br /> development pressure by informing the owners of what is acceptable <br /> before the land is annexed. It would protect the land from any <br /> extensive development under Pleasanton control unless it is in <br /> conformance with the General Plan. He pointed out that there is no <br /> guarantee that the landowners will agree to annex to Pleasanton <br /> should the Initiative pass or should the citizens' committee make . <br /> a recommendation that limits the development potential.
