327 <br /> <br />Valley and Sunol. <br /> <br /> Ms. Becky Dennis, 838 Grey Fox Circle, pointed out that the <br />SPRC Initiative is compatible with the citizens' committee because <br />there is the possibility that the landowners would want to annex <br />even if the Initiative passes. She stated that SPRC supports a <br />middle ground within which a citizens' committee could function. <br /> <br /> Mr. Mercer asked Ms. Dennis what the difference was between <br />having the citizens' committee determine what happens on the <br />Ridgelands after the SPRC Initiative is voted in and allowing the <br />citizens to determine first what they wanted. <br /> <br /> Ms. Dennis replied that SPRC seeks the permanent protection of <br />the vote of the electorate. <br /> <br /> Mr. Bob Becker, 3192 Malvasia Court, commented that Mr. <br />Mercer's statement that the landowners would not annex if the SPRC <br />Initiative passes would encourage those landowners to take that <br />position. He added that the Ridgelands owners may have property <br />rights, but that zoning is also a constitutional right, and the <br />City may determine what zoning a specific property should have. <br /> <br /> Mr. Tarver stated that nothing has been established regarding <br />the zoning or development of the Ridgelands and that he would like <br />to continue to find a way to bring all the jurisdictions together <br />to agree about what needs to be done. <br /> <br /> Ms. Marjorie LaBar, representing Preserve Area Ridgelands <br />Committee (PARC), requested that Council pass the SPRC Initiative <br />as an ordinance and seriously consider a joint powers approach for <br />the Ridgelands to help build a regional consensus. <br /> <br /> Mr. Frank Lane, 5466 Foothill Road, stated that his property, <br />which he bought 19 years ago, is currently in the County and zoned <br />at one residential unit per five acres. He inquired if he would be <br />able to build his house on the property, or rebuild it if it burned <br />down, should the SPRC Initiative pass. <br /> <br /> Mr. Tarver replied that the SPRC Initiative is not trying to <br />take anyone's property or prevent anyone from building a house on <br />his property. <br /> <br /> Mr. Lane pointed out that the SPRC Initiative would allow only <br />two building sites in the Ridgelands and indicated that to build <br />his house, he would need the vote of the people. He added that the <br />Initiative puts a heavy burden on landowners and that its authors <br />do not understand the people it affects.
