308

Item 12b
Establishment of a City ComDostinq Program

Mr. Bocian presented his report (SR 90:231) regarding the
matter.

Mr. Mercer inquired how the compost would be distributed to
the public.

Mr. Bocian replied that the plan is to develop enough
compost for the use of the City to see how the program goes, and
then move into the next phase of making it available to the
residents of the community once the City gets proficient at
developing compost.

Mr. Tarver commented that there was a controversy in Contra
Costa County about compost with respect to environmental hazards.

Mr. Bocian explained that there are some concerns that
compost produces carbon dioxide, which can damage the ozone layer.
The City would have this problem. Another concern involves grass
clippings that can create chemicals that can get into the water
table. The City will not have this problem because the majority
of its compost will be developed from leaves, which do not develop
as much moisture as grass does.

13.
