MATTERS INITIATED BY COUNCILMEMBERS <br />Item 8a <br />Review of the FEIR for Ruby Hill Pro~ect in Alameda County on <br />Vineyard Avenue <br /> <br /> Mr. Swift presented his report (SR 90:405) regarding the <br />matter. <br /> <br /> Ms. Dorothy Scribner, 1866 Brooktree Lane, indicated that the <br />Ruby Hill project is a realistic example of how Alameda County <br />intends to deal with development in the future. The plan calls for <br />a modification of the Alameda County General Plan, changing the use <br />of the land from "Agricultural" to "Mixed Use" in order to take <br />advantage of an opportunity for a major development. Although a <br />package waste water treatment plant as well as a County Service <br />Area (CSA) are proposed for fire, sewer and police services, the <br />residents of the proposed development would still look to <br />Pleasanton and/or Livermore for such things as schools, parks, <br />shopping, organized sports, and so forth. This would result in a <br />satellite community that would rely on its neighboring cities <br />without contributing to them. She pointed out that approval of <br />this project would clearly set a precedent that the County may <br />develop unincorporated areas within any City's sphere of influence <br />and ignore the policies of that City. This would mean that <br />Pleasanton or any other city would not have any voice in <br />determining the size, type, design or mitigation of County- <br />developed project. She stated that land uses should be determined <br />according to the availability of and accessibility to support <br />services, and that since most quality of life services are provided <br /> <br /> 10-16-90 <br /> - 7 - <br /> <br /> <br />
