43 <br /> <br />have to apply for a change of use. <br /> <br /> Mr. Chris Owens, 4309 Hacienda Drive, representing Prudential <br />Property Company, suggested that the ordinance look into the <br />possibility of the developer constructing affordable housing within <br />certain parameters in lieu of the fee. <br /> <br /> Mr. Mark Stechbart, representing Building Industry Association <br />of Walnut Creek and insurance representative for Alameda County, <br />made the following recommendations: (1) that the fees be paid only <br />upon the sale of the house; (2) that commercial and office <br />developers pay the fee rather than build affordable units to give <br />the City the option of having a non-profit builder construct the <br />units; (3) that houses be assessed the same per footage fees as <br />commercial-industrial-office development rather than have a flat <br />rate per unit; and (4) that staff take into consideration the $7.5 <br />Million that would come into the City if the affordable housing <br />bond issue passes at the November election. <br /> <br /> Mr. Rick Aguiar, 7736 Flagstone Drive, member of the Citizens' <br />Committee on Affordable Housing and the Affordable Housing Task <br />Force, stated that the CPI would be a more realistic index for the <br />escalator cost and would protect the fee against inflation. He <br />added that while Prudential Properties and Hacienda Business Park <br />feel that affordable housing priority should be given to their <br />employees, it is the Task Force's intention to provide affordable <br />housing for the entire City rather than only for a specific segment <br />of the population. He urged the Council to approve the proposed <br />fees. <br /> <br /> Mr. Robert Cordtz, 262 West Angela, member of the Citizens' <br /> Committee on Affordable Housing and the Affordable Housing Task <br /> Force, proposed that Prudential Properties and Wells Fargo send a <br /> representative to the Task Force. He requested Council to approve <br /> the ordinance. <br /> <br /> Mr. Mark Sweeney, 4309 Hacienda Drive, clarified that the <br /> portion of the fees that Prudential Properties wanted earmarked for <br /> low-income housing for Hacienda Business Park employees would be <br /> only the fees generated at the Park. He added that the CPI is not <br /> a good indicator for the increase in housing cost and that an index <br /> that more accurately reflects the increase in cost should be used. <br /> <br /> Mr. Rich Riley, 5576 Sonoma Drive, member of the Affordable <br /> Housing Task Force and representing the City of Pleasanton <br /> employees, stated that the employees of the City of Pleasanton <br /> appreciate the acknowledgement that the City Council has given them <br /> but that they need Council's support to provide affordable housing <br /> for their families as well as for teachers and those who work in <br /> the North Pleasanton area.
