program is an overkill and that he did not concur with its specific <br />objective, which is directed towards the building of specific low- <br />income units on specific sites. <br /> <br /> It was moved by Mr. Tarver, and seconded by Ms. Mohr, that <br />Resolution No. 90-185 be adopted, a resolution of intention <br />determining that the General Plan Amendment is consistent with the <br />goals and policies of the General Plan and indicating the Council's <br />intent to approve GP-90-4, the application of the City of <br />Pleasanton to Amend the Housing Element of the General Plan to <br />Include New Regional Housing Share Allocations and Other Policy <br />Program Revisions, as set forth in the Staff Report, subject to the <br />condition that Programs 7.10, 11.1, 11.2 and 11.3 be retained in <br />the Housing Element with the exclusion of any specific dollar <br />amount. <br />The roll call vote was as follows: <br />AYES: Councilmembers Mohr, Tarver and Mayor Mercer <br />NOES: Councilmember Brandes <br />ABSENT: Councilmember Butler <br />ABSTAIN: None <br /> <br />Item 6c <br />Adoption of Low Income Housinq Fee <br /> <br /> Mr. Swift presented his report (SR 90:400) regarding the <br />matter. <br /> <br /> Mr. Mercer declared the public hearing open on the matter. <br /> <br /> Mr. Doug Mueller, 7530 Oxford Circle in Dublin, Director of <br />Operations for Bren Company, requested that the proposed ordinance <br />classify all sites with a General Plan designation of High Density <br />Residential equally, with the same $600 fee currently proposed for <br />multi-family projects. He commented that the dual fee schedule is <br />based on density and whether or not adjoining units share walls, <br />although the cost of both high density single- and multi-family <br />units is below that of low density developments. He added that the <br />application of the ordinance unfairly penalizes innovative land <br />planning concepts which are paying high density residential levels <br />without sharing walls. He requested Council to consider an <br />exception, since the Bren development was assessed a $100,000 <br />Affordable Housing Fee to be paid into a low-moderate income <br />housing fund in addition to a public needs contribution of $200,000 <br />to widen the Stoneridge Drive frontage adjacent to the Catholic <br />Church. He proposed that all fees previously imposed on the <br />project in connection with affordable housing be credited against <br />the new fees if no exception will be considered. <br /> <br /> Ms. Acosta pointed out to the Council that staff does not <br />think that the ordinance is in the proper form for introduction at <br /> <br /> 10-2-90 <br /> - 13 - <br /> <br /> <br />
