39 <br /> <br />site and that the landscaping plan would not provide adequate <br />screening. <br /> <br /> It was moved by Mr. Mercer, and seconded by Mr. Tarver, that <br />Resolution No. 90-183 be adopted, upholding the appeal, thereby <br />denying Case Z-89-557, the application of Manoj Dave for design <br />review approval for an approximately 10,100 square foot single- <br />family residence and landscaping plan located at 9900 Longview Lane <br />(Upper Longview). <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mohr, Tarver and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Butler <br />ABSTAIN: None <br /> <br />Item 6b <br />GP-90-4, Application of the City of Pleasanton to Amend the Housing <br />Element of the General Plan to Include New Regional Housing Share <br />Allocations and Other Policy and Program Revisions <br /> <br />Consider Adoption of a Negative Declaration <br /> <br /> Mr. Swift presented his report (SR 90:395) regarding the <br />matter. <br /> <br /> Mr. Mercer declared the public hearing open on the <br />application. <br /> <br /> There being no testimony, Mr. Mercer declared the public <br />hearing closed. <br /> <br /> Mr. Mercer stated that he agreed with the provisions of <br />Program 7.13 and Program 8.3 requiring all projects that are <br />rezoned to a medium or higher density to include low or moderate <br />income units in the projects; however, the City could benefit more <br />if the option were available for some projects to contribute money <br />rather than include those units in their projects. <br /> <br /> Mr. Brandes concurred. He stated that the program is <br />absolutely inappropriate and restrictive and that Council should <br />have the option to add conditions to a project as it sees fit. He <br />suggested that the language of the programs be modified to reflect <br />that in-lieu fees could be required at the option of the Council. <br /> <br /> There were suggestions made either to delete the word "all" or <br />add the word "appropriate" after the word "all" in both programs. <br /> <br /> Mr. Mercer agreed that any future Council should have the <br />choice of whether to require a monetary contribution or affordable <br />units. <br /> <br /> 10-2-90 <br /> - 11 - <br /> <br /> <br />
