488 <br /> <br /> Mr. Callahan replied that he had no problem with that and that <br /> it was his intention to provide that. <br /> <br /> Mr. Mohr asked Mr. Roush if Council action on a General Plan <br /> amendment from Medium to High Density Residential, with a <br /> requirement to meet a low-income exemption standard, would be <br /> binding on any subsequent proposal, whether from Mr. Callahan or <br /> another developer. <br /> <br /> Mr. Roush said no. He added, however, that it would not be <br /> inappropriate for Council to indicate, in the context of a General <br /> Plan amendment, the direction the Council wanted the project to go. <br /> <br /> Mr. Mike St. Pierre, 261 Rachael Place, stated that he was in <br /> favor of the project, but expressed concern about the proposed road <br /> that would run ten feet from his bedroom wall. He requested that <br /> a green belt be built 30 to 40 feet on the edge of his property to <br /> act as a buffer from the anticipated noise from the road. He <br /> inquired if there were any requirements regarding roads encroaching <br /> towards houses. <br /> <br /> Mr. Mercer explained that what Council is considering at this <br /> time is a General Plan change from Commercial and Office Uses to <br /> Residential Use. If Council approves the amendment, the project <br /> would go through the development process and would be considered by <br /> the Design Review Board, the Planning Commission and the Council. <br /> He informed Mr. St. Pierre that it would be at that time that he <br /> could present his views regarding the project. <br /> <br /> Mr. Brent Wilcox, representing George and Mary Lou Wilcox, <br /> 3988 Stanley Boulevard, stated that the change from a day-use type <br /> commercial to residential would bring about traffic problems. He <br /> expressed concern about the left turns from that street going <br /> towards First Street to 1-680, as well as left turns coming in. He <br /> indicated that his parents had no objection to the zoning change <br /> but requested that the street be mitigated. <br /> <br /> Mr. Maurice Jones, 4023 Stanley Boulevard, stated that the <br /> project was good. On another subject, he inquired if the houses <br /> along the creek would be removed to build Del Valle Parkway. <br /> <br /> Mr. Mercer replied that it was his personal opinion that Del <br /> Valle Parkway should remain a two-lane street and should not be <br /> built the way it was designed. <br /> <br /> Mr. Tarver commented that he did not see any immediate need to <br /> extend Del Valle Parkway. He added that the plan was taken off the <br /> Downtown Specific Plan but that it was still part of the General <br /> Plan. <br /> <br /> 9-18-90 <br /> - 14 - <br /> <br /> <br />
