MATTERS INITIATED BY COUNCILMEMBERS <br />Item 8a <br />Update Report - Potential Initiation of Rezoning for Property <br />Located at 4167 and 4175 First Street (SR 91:150) <br /> <br /> Mr. Seth Bland, 6233 Alisal Street, encouraged the Council to <br />review and evaluate the development approval process at the Staff <br />and Council levels and to reconsider the proposal to change the <br />property's zoning from "CS" to "CC." He expressed disappointment <br />at his inability to address the City's concerns regarding the <br />project and indicated that he is withdrawing his application. <br /> <br /> Mr. Mercer apologized, on behalf of the City, for the <br />substantial amount of money and time Mr. Bland spent on the <br />project. He stated that Council will meet with the Planning <br />Commissioners and Design Review Board members to address the <br />development approval process. He then asked the Council if it <br />still wishes to proceed with rezoning the property since the <br />application has been withdrawn. <br /> <br /> Ms. Scribner stated that rezoning the property may no longer <br />be necessary since the application has been withdrawn and the <br />Planning Commission, the Design Review Board and Staff have been <br />made aware of the concerns regarding the properties by the downtown <br />area. She inquired, however, if there were other uses within the <br />current zoning that would be acceptable for the property in <br />questions. <br /> <br /> Mr. Mercer commented that some commercial service uses are <br />necessary in the community. He added that Council can either <br />rezone the property to meet other uses or require a Conditional Use <br />Permit for any development proposed for the site. <br /> <br /> - 9 - <br /> 4-16-91 <br /> <br /> <br />
