146

Mr. Mercer commented that garbage service would eventually be
more expensive than any other public service that any city or
public agency would be providing. He added that garbage from other
cities creates an impact on Pleasanton and agreed with Ms. Mohr
that a surcharge should be added to the non-residential rates. He
told Mr. Inderbitzen that Pleasanton Garbage Service should station
a person at the gate to check drivers' licenses.

Mr. Inderbitzen stated that what Pleasanton Garbage Service is
requesting at this time is an increase in the gateway rate and that
there would be another request in the very near future because the
landfill cost at Vasco Road has increased by more than 100%. He
added that Mr. Molinaro is currently comparing the different Vasco
Road categories and charges with those of Busch Road. He pointed
out that requesting to see drivers' licenses at the gate takes time
and backs up traffic to Valley Avenue; however, he had no objection
to an additional 20% increase to accommodate additional personnel
and operation items that relate to non-residents that come to Busch
Road.

Mr. Gary Dove, 5267 Meadowwood Court, suggested that setting
fixed hours for non-residents may solve traffic back-up problems.
He also complained about garbage and litter on the side of roads
leading into town.

There being no further testimony, Mr. Mercer declared the
public hearing closed.

It was moved by Ms. Mohr, and seconded by Mr. Butler, that
Resolution No. 91-60 be adopted, amending Resolution No. 90-198, a
resolution of the City of Pleasanton establishing fixed and uniform
refuse collection rates for the City of Pleasanton, regarding Busch
Road Transfer Station dump rates, as set forth in the Staff Report.
The roll call vote was as follows:
AYES: Councilmembers Butler, Mohr, Scribner, Tarver and Mayor
Mercer
NOES: None
ABSENT: None
ABSTAIN: None

- 8 -
4-16-91
