145 It was then moved by Mr. Butler, and seconded by Ms. Mohr, that Resolution No. 91-59 be adopted, amending Resolution No. 77-123 (establishing fees and charges for various municipal services of the City of Pleasanton) and establishing penalties for exceeding water use as set forth in the City of Pleasanton Water Conservation Plan. The roll call vote was as follows: AYES: Councilmembers Butler, Mohr, Scribner, Tarvet and Mayor Mercer NOES: None ABSENT: None ABSTAIN: None Item 6c Adjustment to the Busch Road Transfer Station Fee for Non-Resident/Per Cubic Yard Disposal Rate (SR 92:152) Mr. Mercer declared the public hearing open on the application. Mr. Martin Inderbitzen, 62 West Neal Street, representing Pleasanton Garbage Service, stated that he would answer questions regarding the application. Ms. Mohr inquired if the proposed fee would include the cost of transporting the garbage from the Pleasanton Garbage Service site to the Vasco Road dump site. Mr. Inderbitzen said no. He stated that the Vasco Road dump charges Pleasanton Garbage Service a per-ton rather than a per-yard rate. He explained that charging Pleasanton non-residents the same bulk rate of $8 per yard charged at the Vasco Road gate would allow Pleasanton Garbage Service to keep pace with the cost without creating an incentive for people to come to Busch Road rather than Vasco Road. Ms. Mohr commented that adding a surcharge would discourage non-residents from coming to Pleasanton instead of going to the County facility. Mr. Tarver inquired how many non-residents use the facility. Mr. Inderbitzen replied that he did not have the exact number. He added that Busch Road is proposing an increase in the rate for non-residents because the Vasco Road non-resident rate has increased by 50%. - 7 - 4-16-91
