144 <br /> <br /> Mr. Roush replied that the person would be informed that he <br /> would receive a citation if the action is not stopped. <br /> <br /> Mr. Tarver further inquired if the determination made by the <br /> Director of Public Works and Utilities to move from one stage to <br /> another would come before the Council for approval. <br /> <br /> Ms. Acosta replied that the City Manager and Staff would be <br /> working very closely with the Director of Public Works and <br /> Utilities before any changes were made. She added that it is <br /> Staff's intention to notify the Council of any changes made. She <br /> expressed concern, however, that there might be situations where <br /> Staff may have to move into another stage more quickly than the <br /> matter being brought before the Council. <br /> <br /> Ms. Mohr commented that she found the program appropriate. <br /> <br /> Mr. Tarver indicated that he was in favor of the plan from the <br /> standpoint that the City should have a policy in place for <br /> conserving water. He pointed out, however, that as mentioned by <br /> some in the audience, the City should assess its ability to <br /> maintain water supplies over a long period of time for its <br /> residents before allowing additional construction. <br /> <br /> Mr. Roush asked Council to note that Staff is requesting that <br /> the ordinance be adopted as an urgency ordinance on the basis that <br /> there is a water shortage throughout the water service area. <br /> <br /> It was moved by Mr. Butler, and seconded by Ms. Mohr, that <br /> Ordinance No. 1508 be introduced and adopted, amending the <br /> Pleasanton Municipal Code by adding thereto Chapter 9.30, "Water <br /> Conservation Plan," regulating and prohibiting certain uses of <br /> water, prescribing penalties for non-compliance, establishing an <br /> adjustment procedure and declaring the existence of an emergency <br /> and declaring the urgency thereof. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Mohr, Scribner Tarver and Mayor <br /> Mercer <br /> NOES: None <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> - 6 - <br /> 4-16-91 <br /> <br /> <br />
