142 <br /> <br /> Item 6b <br /> Public Hearinq to Adopt Water Conservation Plan (SR 91:149) <br /> <br /> Mr. Mercer declared the public hearing open on the <br /> application. <br /> <br /> Mr. Stanley Rathbone, 325 Ray Street, commented that the Plan <br /> penalizes those who already conserve water by asking them to cut <br /> back an additional 25%. He stated that setting a specific amount <br /> of water an individual can use per day would be more fair. <br /> <br /> Mr. Mercer requested Ms. Acosta to explain the program. <br /> <br /> Ms. Acosta stated that a program based on a per person usage <br /> amount would not address all the unique issues of the Pleasanton <br /> community. She added that a further review of water programs <br /> adopted throughout the State indicated that numerous communities <br /> have opted for an across-the-board percentage reduction program. <br /> She explained that Pleasanton's program establishes a floor and <br /> ceiling amount, based on average usage by residential customers. <br /> A cutback of that average by 25% would establish a gallonage goal <br /> for the residential customer, and anyone using at that amount or <br /> less would be considered in compliance with the City 's conservation <br /> efforts. On the other hand, someone using over the ceiling amount <br /> would be requested to cut back, initially by 25%, and if no cutback <br /> is done, penalty charges would be assessed for what is over the <br /> ceiling amount. She indicated that only a few customers are at <br /> that level and that Staff would work with these individual users <br /> and groups to assist them in whatever difficulties they may have <br /> regarding water conservation. <br /> <br /> Mr. Frank Brandes, 6889 Corte Sonada, complimented Staff for <br /> a unique plan which addressed most of the concerns presented at the <br /> last Council meeting. He suggested that Council consider requiring <br /> low flush toilets and restricted shower heads for new construction <br /> and when houses are sold as Council has done with spark arrestors. <br /> <br /> Ms. Peggy Purnell, 2472 Via de los Milagros, commended Staff <br /> for a comprehensive report. She indicated, however, that the SAVE <br /> Initiative issues should have been considered in conjunction with <br /> the water conservation program, rather than at the next Council <br /> meeting. She pointed out that the water problem is an emergency <br /> situation and that since more and more units are being built in the <br /> City, a moratorium on new construction should be adopted at this <br /> Council meeting. <br /> <br /> - 4 - <br /> 4-16-91 <br /> <br /> <br />
