He added that the neighbors are notified of the <br /> meeting, which is generally held either at City Hall or the public <br /> library. He stated that the purpose of the meeting is to explain <br /> the project proposal and the development process and to elicit <br /> information from the public with respect to the project. Staff <br /> then considers the neighbors' input in determining whether the <br /> project would require and EIR or a Negative Declaration. <br /> <br /> Mr. Butler inquired what level of success Staff has had in <br /> getting the neighbors interested during the early stages of a <br /> project. <br /> <br /> Mr. Swift replied that the attendance at the scoping meetings <br /> that have been held to date have been very good. <br /> <br /> Mr. Tarver stated that he would like to hold another scoping <br /> meeting after the Notice of Preparation to inform the neighbors <br /> about the progress of the project and to get their comments. <br /> <br /> Mr. Mercer pointed out that the Notice of Preparation <br /> addresses that concern. <br /> <br /> Ms. Scribner inquired to whom 'the Notice of Preparation is <br /> sent. <br /> <br /> Mr. Swift replied that at present, the Notice of Preparation <br /> is only published; however it could be sent to those who attended <br /> the neighborhood meeting with a request that they indicate in <br /> writing what they thought should be included in the EIR. <br /> <br /> Mr. Jack Hovingh, 4250 Muirwood Drive, member of the Planning <br /> Commission, stated that he would not want to remove the public <br /> hearing on the draft EIR because of the interactive process the <br /> hearing provides.
