80 <br /> <br /> Mr. MacDonald said yes. He stated that all questions raised <br /> by staff were addressed and mitigated in the additional reports <br /> that were made part of the design. He added that requiring an EIR <br /> would cause the developer to miss Growth Management allocation for <br /> the coming year. <br /> <br /> Mr. Tarver indicated that he did not see any traffic <br /> information on intersections such as Foothill Road and Dublin <br /> Canyon Boulevard. He inquired if the traffic study affected any of <br /> the intersections. <br /> <br /> Mr. MacDonald replied that Staff had indicated that traffic <br /> information on the intersections is available in both the Presley <br /> and Garms projects traffic studies. However, the project did a <br /> study on Quarry Road after Staff expressed concern regarding the <br /> traffic capacity of Quarry Road for vehicles making left turns onto <br /> Foothill Road. <br /> <br /> Mr. Tarver inquired what the level of service at the <br /> intersections would be for this project in relation to the Presley <br /> and Garms projects. <br /> <br /> Mr. Swift replied that with all the mitigation measures that <br /> are included for the Wells Fargo project, the project would be at <br /> .90, Level of Service D. <br /> <br /> Mr. Bob LePerle, LePerle Architects, 5976 West Las Positas, <br /> indicated that the project's design concept is to create a rustic <br /> architectural design that would fit into the natural setting of the <br /> hillside. He then described the design concepts for the <br /> townhouses, which was created for older couples, and the quality <br /> design for the custom homes on the lower tier lots, which would be <br /> achieved through the use of setbacks from the street and between <br /> units. He indicated that the 4,500 square foot maximum cap should <br /> be raised to a 6,000 square foot minimum in order to accommodate <br /> the design requirements that some people may want to have in their <br /> homes. <br /> <br /> Mr. Gary Schwaegerle, 189 West Angela Street, indicated his <br /> support of the project and stated that the townhouses would be a <br /> good use for that part of the project that would not be visible <br /> from Foothill Road. <br /> <br /> Mr. Charles Doda, 7983 Applewood Court, indicated that the <br /> project had a good and well thought out plan. He stated that the <br /> impact of development on Foothill Road is something that the <br /> residents will have to live with as growth continues to happen. <br /> <br /> - 10 - <br /> 3-19-91 <br /> <br /> <br />
