43 <br /> <br /> Mr. Gary Schwaegerle, 189 West Angela Street, stated that he <br />would like to see the preservation of historic sights and natural <br />settings occupied by early settlers behind the hills. He added <br />that Homeowners Associations should not control open spaces because <br />these Associations can decide to develop the area at a future time. <br />He also suggested that Mr. Currin be allowed to continue the <br />construction of the road upward behind the Oak Tree Farms <br />development to provide access to the parklands up the hill. <br /> <br /> Ms. Jocelyn Combs, 4443 Second Street, a member of the Tri- <br />Valley Trails Council, indicated her support for Staff's open space <br />policies and encouraged Council to approve them. <br /> <br /> Mr. Mercer asked Ms. Combs if EBRPD would be willing to accept <br />Ridgeland open spaces from the City and agree to build and maintain <br />the trails on these open spaces. <br /> <br /> Ms. Combs replied that since the Ridgelands are not in EBRPD's <br />master plan, there is no funding for trails in that area. She <br />added that EBRPD also sets up assessment districts for the <br />maintenance of open spaces dedicated to EBRPD. <br /> <br /> Mr. Stanley Rathbone, 325 Ray Street, inquired who would <br />police the trails. <br /> <br /> Mr. Mercer replied that the City would if the trails are <br />within the City's jurisdiction. <br /> <br /> Ms. Angela Yen, 3603 Portsmouth Court, stated that she <br />supported the proposed open space policy and public access through <br />these open space areas. <br /> <br /> There being no further testimony, Mr. Mercer declared the <br />public hearing closed. <br /> <br /> Mr. Butler stated that the proposed policies are valuable <br />because they would help to establish the type of trails that have <br />been recommended by the community. <br /> <br /> Ms. Mohr expressed concern that there would be a parking <br />problem if the Ridgeland trails were made accessible to the entire <br />region. She suggested that the lower portion of the Ridgelands be <br />open only to Pleasanton residents and that the upper portion be <br />regional, if the Pleasanton Ridgelands Committee decides to have <br />trails in that area. <br /> <br /> Mr. Tarver indicated that he supported Staff's <br />recommendations. <br /> <br /> - 9 - <br /> 2-19-91 <br /> <br /> <br />
