38 <br /> <br /> Mr. Mike Kliment, 5142 Foothill Road, stated that the interim <br /> solutions proposed by staff are acceptable and meet most of the <br /> needs of the residents on Foothill Road. He indicated that the <br /> two-lane option would save the rural character of the area and <br /> accomplish the needs of pedestrian and car traffic while meeting <br /> safety requirements. He requested Council to consider the <br /> improvements to the West Las Positas Interchange at a future <br /> meeting to address any future traffic build-up on Foothill Road to <br /> eliminate the need to expand beyond the interim solution. <br /> <br /> Mr. Stanley Rathbone, 325 Ray Street, commented that widening <br /> Foothill Road to four lanes would increase the traffic on that <br /> road. <br /> <br /> There being no further testimony, Mr. Mercer declared the <br /> public hearing closed. <br /> <br /> Mr. Mercer stated that it was his recollection that Council <br /> voted not to build the West Las Positas Boulevard Interchange and <br /> to remove it from NPID funding since it would not be needed for at <br /> least 25 years. <br /> <br /> Ms. Mohr commented that Council took the West Las Positas <br /> Interchange out of NPID but left the project in the General Plan as <br /> an option at some point in the future. <br /> <br /> Mr. Butler also indicated that Council looked at the project <br /> as a low priority but did not take it out of possible future <br /> consideration. <br /> <br /> Mr. Swift stated that the General Plan build-out traffic <br /> volumes on Foothill Road include West Las Positas Boulevard as a <br /> full interchange and that the numbers would be higher without the <br /> interchange. <br /> <br /> Mr. Butler commented that the proposed two-lane road would not <br /> be capable of accommodating the traffic that would be generated in <br /> the absence of an interchange at West Las Positas Boulevard. He <br /> expressed concern that the traffic build up on Foothill Road would <br /> necessitate going beyond the interim solution a lot sooner than if <br /> the West La Positas Boulevard Interchange were built. <br /> <br /> Ms. Mohr inquired what percentage of the traffic volumes would <br /> be southbound through traffic from Dublin as opposed to local <br /> circuit traffic and how the issue of using Foothill Road as a <br /> bypass, thereby adding to the traffic load, could be addressed. <br /> <br /> Mr. van Gelder replied that he did not have exact figures but <br /> that upon the completion of the construction of 1-680, the traffic <br /> <br /> - 4 - <br /> 2-19-91 <br /> <br /> <br />
