44 <br /> <br /> Mr. Mercer stated that he would like to see the trails built <br /> and that he would prefer that these be done in coordination with <br /> EBRPD to come up with a better trail system on the Ridge. <br /> <br /> Ms. Scribner recommended that the resolution be clarified to <br /> indicate that the policies would apply only to those areas below <br /> the 670-foot elevation. <br /> <br /> It was moved by Mr. Butler, and seconded by Ms. Mohr, that <br /> Resolution No. 91-24 be adopted, conceptually approving the <br /> policies and standards regarding hillside open space and public <br /> access to open space, as set forth in the Staff Report. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Mohr, Scribner, Tarver and Mayor <br /> Mercer <br /> NOES: None <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> Item 6c <br /> Connection Fees for Sewer Service (SR 91:56) <br /> <br /> Mr. Mercer declared the public hearing open on the <br /> application. <br /> <br /> Ms. Emily Carson, 2574 Skimmer Court, stated that in a letter <br /> she received on June 1, 1984, she was informed that the sewer <br /> expansion for the North Pleasanton district would be undertaken at <br /> no cost to current users. She inquired why her sewer rate is being <br /> raised at this time. <br /> <br /> Mr. Mercer told Ms. Carson that she pays for sewer use, which <br /> is different from the sewer expansion at North Pleasanton. He <br /> added that what is on the Agenda for discussion is user connection <br /> fee and not user fee. He assured her that she is not paying for <br /> new facilities. <br /> <br /> Ms. Rossi explained that the proposed $2.25 monthly sewer rate <br /> increase, which will be on the March 5th City Council Meeting <br /> Agenda, would pay for sewage treatment and the City's collection <br /> system that transports the sewage to the treatment plant. She <br /> clarified that the sewer expansion program is covered by separate <br /> funds. <br /> <br /> Ms. Mohr commented that a substantial amount of sewer funds is <br /> also used for maintenance and the replacement of old pipes. <br /> <br /> Ms. Kassandra Dale Ross, 1287 Greenwood Road, expressed <br /> concern about three issues connected with the increase in water <br /> <br /> - 10 - <br /> 2-19-91 <br /> <br /> <br />
