REPORTS OF BOARDS AND COMMISSIONS <br /> <br /> Item lla and Item llb were considered together. <br /> <br /> Item lla <br /> Vineyard Avenue General Plan Study Priority <br /> <br /> Item llb <br /> Review of Fertile Crescent Plan Concept <br /> <br /> Mr. Swift presented his reports (SR 91:29 and SR 91:30)) <br /> regarding the matters. <br /> <br /> Ms. Mohr stated that the Staff Reports on both items were very <br /> comprehensive and that work on the Specific Plan for the Gateway <br /> area would start in two months. She requested Council to comment <br /> on the revised draft of the Fertile Crescent Study so that the <br /> Council's recommendations can be incorporated in the report to be <br /> presented to the Alameda County Board of Supervisors. <br /> <br /> Ms. Mohr pointed out two particular issues that Council should <br /> note. The first deals with jurisdiction. The Committee <br /> recommended that development proposals be submitted to the adjacent <br /> cities for review and acceptance or action prior to those property <br /> owners' applying to the County. A concern regarding this <br /> recommendation is the possibility of the County approving a plan <br /> that has been rejected by the cities concerned. The second issue, <br /> a background issue which does not appear on the report, involves <br /> Transfer of Development Rights (TDR's). Some Committee members had <br /> suggested that both Pleasanton and Livermore should be open and <br /> receptive to adopting the extra density that would be taken out of <br /> the cultivable acres of the Fertile Crescent area. <br /> <br /> Ms. Mohr emphasized the importance of informing the County of <br /> the City's expectations for the area in case the County decides to <br /> plan for the area prior to any action the City may take in that <br /> direction. <br /> <br /> Mr. Butler commented that he would be willing to discuss the <br /> concept of TDR's as long as the vineyards would be preserved as <br /> agriculturally viable open spaces. <br /> <br /> - 8 - <br /> 1-22-91 <br /> <br /> <br />
