401 <br /> <br /> Mr. Butler stated that he still felt that enforcing a smoking <br />ordinance is not a proper exercise of City authority. He stated <br />that he could support banning vending machines from places <br />accessible to minors but not a ban on businesses or other public <br />places in the City. <br /> <br /> Mr. Mercer requested Staff to prepare an amended smoking <br />ordinance to include restricting tobacco vending machines to places <br />accessible only to adults and banning free give-aways of addicting <br />substances. <br /> <br />Item 8d <br />Positions for Tri-Valley Transportation Council <br /> <br /> This item is a duplicate of Item 4m. <br /> <br />Valley Avenue Landscapinq <br /> <br /> Mr. Mercer stated that some residents have indicated that the <br />bushes on Valley Avenue have grown too high and are obstructing the <br />view from their driveways. He requested Staff to come out and trim <br />the bushes. <br /> <br />Waterinq of Hopyard Road Landscapinq <br /> <br /> Mr. Mercer stated that the watering system used on the PacTel <br />building landscaping on Hopyard Road sprinkle water on the sidewalk <br />every morning, making people walk on the road instead. He <br />requested Staff to contact the property owners and ask them to turn <br />their sprinklers off by 6:00 a.m. <br /> <br /> Ms. Scribner added that there should be a limit on the <br />watering duration to prevent flooding in the sections watered. <br /> <br />9. CITY COUNCIL COMMITTEE REPORTS <br /> <br /> There were none. <br /> <br />10. MATTERS CONTINUED FOR DECISION <br />Item 10a <br />Form of Growth Manaqement Aqreements (SR 91:327) <br /> <br /> Ms. Peggy Purnell, 2472 Via de los Milagros, stated that a <br />decision to wait until 50% mandatory rationing is in place before <br />slowing or withholding the issuance of new building permits is <br />arbitrary. She indicated that 50% is Stage 5 of the Water <br />Conservation Plan, with Stage 6 at 60% and Stage 7 as the final <br />stage requiring emergency cutoff. She added that Pleasanton <br />residents are reluctant to comply with the 25% voluntary water <br /> <br /> - 13 - <br /> 8-20-91 <br /> <br /> <br />
