347 <br /> <br />ballot for the voters' decision. <br /> <br /> Mr. Tarver then indicated that he would not vote in favor of <br />the proposed panel because he felt that since Staff has identified <br />the conflicts that need to be resolved, the plan could be taken <br />back to the full committee and outlined as a proposal. <br /> <br /> It was moved by Ms. Scribner, and seconded by Ms. Mohr, that <br />a Ridgelands Executive Panel be created, consisting of the Vice <br />Chair of the Pleasanton Ridgelands Committee, the Chair and Vice <br />Chair of the four Subcommittees, and a representative from the <br />minority viewpoint, a representative from the East Bay Regional <br />Park District, and two representatives from the landowners, with <br />all four representatives to be selected by their respective groups. <br />The roll call vote was as follows: <br />AYES: Councilmembers Mohr, Scribner, and Mayor Mercer <br />NOES: Councilmember Tarvet <br />ABSENT: Councilmember Butler <br />ABSTAIN: None <br /> <br /> Ms. Acosta inquired if the Council wished to give some <br />directives regarding the panel's work in terms of meeting the <br />Steering Committee's proposal. <br /> <br /> Ms. Scribner stated that the panel should address the <br />questions raised by the Planning Commission while it goes through <br />the process of meeting the Steering Committee's objectives. <br /> <br /> Mr. Tarver stated that the eight points raised by the Planning <br />Commission should be addressed, including water and sewage, which <br />were not specifically mentioned under No. 6. He pointed out that <br />most of the goals, policies and programs in the proposal already <br />exist in the General Plan. He indicated that the panel should <br />therefore determine which goals, policies and programs are already <br />met by the General Plan, particularly the creation of an element in <br />the General Plan specifically designated for the Ridgelands, and <br />focus only on those issues unique to the Ridgelands. <br /> <br />4.
