She continued that the purpose <br /> of the committee would be to refine the majority report and respond <br /> to questions raised from the minority viewpoint in order to arrive <br /> at a ballot measure that would be fully supported by Staff <br /> analysis. She added that the committee would be open to the <br /> public, including the Steering Committee members, and would provide <br /> some opportunity for public input. <br /> <br /> Mr. Mercer stated that the Council is trying to come up with <br /> a new committee that would integrate the majority and minority <br /> reports, as well as all the information Staff has provided, and <br /> come up with a plan that meets the criteria set forth by the <br /> Steering Committee. This proposal would then be presented to the <br /> general committee for a thorough discussion and understanding <br /> before a vote is taken. He pointed out that there is no perfect <br /> committee and that what is important is come up with a viable <br /> process through which the people on both sides are able to voice <br /> their concerns. <br /> <br /> Ms. Scribner commented the composition of the proposed <br /> committee in some way resembles the composition of the Steering <br /> Committee in that the preservationists and the landowners are <br /> represented, as well as some neutral people. She pointed out that <br /> what is important is to move ahead. <br /> <br /> Mr. Tarver commented that there will always be people who will <br /> feel excluded and that the Council will be criticized for whatever <br /> decision it makes. He stated that the minority was heard in the <br /> general committee and that the majority presented what it thought <br /> was appropriate. He added that the community went through the <br /> process, as defined by Measure M, and a general committee was <br /> formed and went through months of deliberations, although it did <br /> not address all the issues raised by the Steering Committee. He <br /> indicated that what is important is for the proposed committee to <br /> come up with the analysis that the Planning Commission calls for. <br /> He also stated that he would like to have an EIR, although that may <br /> not be possible with the time frame that was set up to go on the <br /> ballot, unless Council decides otherwise. He proposed that Staff <br /> prepare a report indicating the inconsistencies in the majority <br /> plan, for the proposed committee to consider and the full committee <br /> to resolve. Staff can then prepare an analysis that addresses the <br /> feasibility of the plan, the density transfer program, and all <br /> other issues that need to be addressed and voters need to know <br /> before the plan goes to the ballot. That analysis will then go to <br /> the Planning Commission for a public hearing, after which it will <br /> go to Council for another public hearing before it goes on the <br /> <br /> -8 - <br /> 7-30-91 <br /> <br /> <br />
